Nature of Work

The Manager of Utility Fleet and Facility Services is responsible for leadership in strategic and technical oversight of functions, maintenance, and short- and long-term planning for the Facilities and Fleet sections of Rochester Public Utilities. Work is performed under general supervision and requires the use of independent judgment and discretion in overseeing the entire lifecycle of properties, facilities, furnishings, vehicles, and field equipment used by the RPU organization. This position’s responsibility of proper specification, selection, acquisition, operation, and maintenance ensure that the organization is properly equipped to perform its duties and serve the electric and water customers. This position is responsible for the physical security of RPU Facilities and directs the work of staff, consultants, and contractors to be conducted effectively with an emphasis on safety.

Pay

2024 Starting salary range is $99,041 to $116,519 per year, with advancement to $145,648 per year.

DUTIES AND RESPONSIBILITIES

*Manage Major Facility and Fleet Projects

  • Manage Facility and Fleet projects throughout their lifecycle.

  • Identify improvement and replacement projects using various reports, plans, and assessments.

  • Direct architects, engineers, and other consultants and professionals in the design and development of project plans and specifications.

  • Obtain pricing through "best value procurement", or quote/bid process.

  • Review and evaluate proposals or bids, and recommend contractual arrangements

  • Direct vendors, consultants, and other professionals in the design and development of project plans and specifications

  • Ensure all work is completed in accordance with RPU safety procedures.

    *Strategically Manage the Portfolio of RPU Facilities

  • Establish and maintain best practice and standard operating procedures related to all aspects of Facility Management responsibilities.

  • Develop short- and long-term operations and maintenance activities and ensure costs are appropriately included in the budget process.

  • Ensure service requests are fulfilled in a timely and efficient manner.

  • Provide direction and leadership over contracted services.

  • Implement best practices to measure performance, improve efficiency, reduce costs and apply continuous improvement methods.

  • Monitor and report appropriate corrective and preventative measures.

    *Oversee Fleet and Equipment Maintenance and Services

  • Provide general supervision of the maintenance and repair function.

  • Maintain the Vehicle and Equipment replacement plan.

  • Fully utilize the work management process and tools

  • Monitor and Report appropriate corrective and preventative measures.

  • Ensure that fleet is maintained and equipped to safely serve the needs of departments using them.

    *Physical Security

  • Serve as a member of the RPU security team in the role of Physical Security Officer.

  • Oversee the development implementation, operation and maintenance of physical security measures and procedures for compliance with NERC regulations and best practice.

  • Ensure all remodeling and new construction for physical security requirements are reviewed for physical security and safety.

    *Budget

  • Develop and maintain life cycle-based plans and budgets.

  • Manage cost center budgets as achieve to planned outcomes.

  • Manage facility condition assessments and use them to inform capital planning efforts.

    *Team Leadership and Staff Development

  • Foster a collaborative leadership style that encourages teamwork, promotes staff initiative, and provides professional growth opportunities for all departmental employees.

  • Provide leadership and direction in the development and evaluation of assigned departmental staff including selection, ongoing coaching and development, and conflict resolution.

  • Develop and implement effective employee coaching and performance management strategies to ensure the achievement of organizational priorities and to create an environment that encourages innovation, teamwork, employee engagement, fiscal responsibility, and high-quality work.

  • Create expectations and outcomes for employees to work collaboratively with other City department staff, public agencies, customers, and the community.

  • Oversee the recruitment, hiring, and orientation processes for new employees and ensure strategies are implemented to obtain and maintain a diverse workforce.

  • Partner with the Human Resources professionals to resolve employment/labor relations issues.

  • Provide direct and current feedback to others and address difficult situations when they occur.

MINIMUM QUALIFICATIONS

Education and Experience

Bachelor's degree in civil, mechanical or industrial engineering; construction management; facilities management or a closely related field of study and three (3) years of progressively increasing Facility and Fleet experience in a Utility, Public Works, or large organization environment with at least two (2) years in a supervisory capacity.

Licenses

Valid driver's license

Desirable Qualifications

Work Management systems SAP preferred, Project Management, Best Value Procurement, LEED or other Green Building certification, Property Rights, Certified Automotive Fleet Manager (CAFM).

Knowledge of: computerized maintenance management systems; MN public procurement processes including best value, bid, and competitive quotes; building mechanical, architectural, and electrical systems; building information modeling; building control systems; building and fire codes; contract and other forms of agreement; LEED and other green building rating or certification programs; OSHA, ANSI, ADA, DOT, and other relevant regulations; vehicle acquisition and disposal process; vehicle systems and their functions; appropriate metrics and benchmarks for facility and fleet functions; electric and water utility functions

Skill in: using project management methodology, utilizing function and operation of building management systems and software; interpreting engineering and architectural drawings, surveys, schematics, plans, profile drawings and maps; managing budgets; providing leadership and direction to others

Ability to: be customer service focused; be creative, flexible, team oriented, work with minimal supervision; communicate effectively both orally and in writing; establish and maintain effective working relationships; demonstrate critical thinking and apply concrete and abstract reasoning to problem solving; to read building and vehicle plans and specifications; exemplify the City core values through appropriate behaviors; manage and direct the work of staff
