As a member of the Office’s senior leadership team, the Chief of Planning plays a key role in developing and executing the strategies needed to support MCOMH in achieving these goals.

In this role, you will

  • Provides supervision and guidance to the Planning and Outreach Manager, who will: Track and facilitate Disaster Mental Health Project (administrative and planning) – work with county plan; Implement the MCOMH training programs for staff and community; Supervise the Outreach Team

  • Provide supervision and guidance to the Senior Outreach Specialist (Communications), whose primary focus is communication of information through newsletters, social media, website, and applications.

  • Take the lead in developing, implementing and tracking MCOMH strategic goals, ensuring alignment with Monroe County Department of Human Services frame work and are reflective of but not limited to RASE Report, 90 Day Task force, Local Services Plan.

  • Work closely with MCOMH leadership to identify and implement department’s priorities as identified within strategic plan by identifying areas of work and defining a path forward for achieving priorities. Inform the team by leading the community needs assessment.

  • Inform strategic direction of MCOMH within the transitioning behavioral health environment. Manage the ever changing industry while identifying and communicating tangible next steps.

  • Coordinate planning for grants and new/redesigned programs and initiatives. Oversee the request for proposal (RFP) process, writes scopes and works with Contract Coordinators, Mental Hygiene Analyst and Data Team to create a finished product. Coordinate internal meetings as needed.

  • Point person when agencies need support, collaboration in creating and designing potential new programs. Share knowledge and feedback on requested letters of support and certificates of need.

  • Translate Federal and/or NYS policy to local, community-informed practice for MCOMH Leadership as well as the community providers. This could include but not limited to funder regulations for various programs and the 1115 Waiver.

  • Facilitate comprehensive reviews of evidence related to behavioral health needs assessment and planning and coordinates the development of the annual Local Services Plan on behalf of MCOMH. Represents MCOMH in regional behavioral health and CLMHD planning forums.

  • Convene and facilitate community forums and community presentations, involving organizations, vendors, partners, and stakeholders, engaging multi-stakeholder groups in change process, including community needs assessment.

  • Represent MCOMH on community initiatives (local, regional, state) or multi-agency committees involved in policy development and planning related to community behavioral health needs assessment and planning and the integration of behavioral health and social determinants.

  • Collaborate with local and state units of government, other County staff and departments, the MCOMH Community Services Board and general public.

  • Work actively with other behavioral health organizations and consumer / provider groups concerning behavioral health and developmental disability issues and ability of existing programs to meet community needs.

  • Collaborate with Data, Finance, and Contract Coordination teams to design, implement and monitor Quality Assurance activities through certification exit interviews.

  • Other duties as assigned.

Requirements

Education and Experience

  • Master’s Degree in behavioral health, public health & policy or management field or equivalent education and work experience (see CCSI's equivalency chart (https://www.ccsi.org/CCSI/media/pdfs/Equivalency-chart.pdf) ).

  • At least five years of experience in the behavioral health field required.

  • At least 2 years of supervisor experience is required.

Additional Requirements

  • Satisfactory completion of all required background screenings.

  • Strong analytical skills, data interpretation skills

  • Aptitude for convening and facilitating change process in multi-stakeholder groups
