The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Identifies actionable insights and recommendations. Creates presentations and reports based on findings. Works directly with clients to identify analytical requirements as well as collect data requirements, analyze, determine technical issues, and design ad-hoc reports. Collects, analyzes and documents business requirements and translates into function and system requirement specifications. May guide other less experienced team membersSchedule 8 AM-4:30 PM Responsibilities Position Overview: With guidance and direction from the Program Director and in collaboration with community stakeholders the data analyst gathers, manages, analyzes, and reports on data in support of this grant. Responsibilities include the selection of data capture methods, the design of processes to capture data, and the capture and reporting of that data for all Health Resources and Services Administration (HRSA) and URMC-selected measures. Complete, accurate and timely reporting of metrics is a key component of this grant. The data analyst is responsible for gathering requisite data throughout the grant period as well as the twice-annual reporting of metrics to HRSA. Reporting also includes data to support evidence-based publications and communication about the grant to the University, the Steering Team and other interested parties. The data analyst is responsible for keeping abreast of and communicating all compliance-related matters pertaining to data collection, storage and reporting and plays a key role in cross-functional teams promoting the strategic use of data to promote the vision and direction of URMC's work under this grant. The purpose of the HRSA MAT Access grant is to increase the number of primary care practices, specialty practices and Emergency Departments that offer medication assisted treatment (MAT or MOUD) in order to reduce the morbidity and mortality of substance use disorder (SUD), including opioid use disorder (OUD), in rural communities at the highest risk for these conditions. HRSA will provide up to three years of funding for this grant. NOTE: This position is an end-dated position and is expected to last through July 31, 2026, subject to the availability of grant funding. Responsibilities: Under general direction and with latitude for exercise of independent judgment: Data Capture and Reporting (65%) - With strategic direction from the Program Director, identifies data sources and develops the tracking mechanism for all data using the HRSA and URMC-defined metrics as identified in the HRSA methodology document. (10%) - Identifies data sources and develops the tracking mechanism for all additional data to be gathered as indicated by URMC's Principal Investigator to support grant-related evidence-based publications. (10%) - Develops processes, forms, databases and schedules for data collection understanding that the organizations or individuals providing that data may require a significant amount of direct support to produce data based upon resource constraints. This requires direct interface with lead contacts within hospital systems, treatment providers, primary care offices, correctional facilities, pharmacies and other organizations. (20%) - Develops complete, accurate and on-time reporting to HRSA for all required metrics twice annually in the format necessary for submission through the HRSA PIMS and EHB tools for submission. (10%) - Designs and creates spreadsheets, analyses, reports, graphs, tables and other information to support the Program Director in reporting to HRSA, the University, and the Steering Team and for other publication. (15%) Quality Assurance (25%) - Researches and suggests best practices and procedures for data collection and reporting including tools to support the collection, storage, and reporting of data and new services or software that improves or builds upon current reporting and control systems. (10%) - Ensures institutional compliance, with regard to the handling and reporting of all data. Stays abreast of current rules and regulations regarding data usage and best practices. (5%) - Maintains, troubleshoots, and resolves all issues related to data quality, databases, visualizations, and/or data. (5%) - Manages user rights and access policies for multiple applications; develops policies and procedures to accurately manage the flow data to internal and external users, ranging from pulling specific data reports to utilizing dashboards or other generally accessed information sources. (5%) Project Management and Administrative Duties (10%) - Coordinates the sharing of data with University systems and databases as needed and ensures consistent data sharing with University departments and participate in university committees providing representation of the HRSA MAT Access Grant to the community. - Receives all necessary human subjects' research training and, under the direction of the steering committee, communicates with the URMC institutional review board to ensure that the project meets all legal and ethical standards. - Serves on various cross-functional teams to promote the vision and direction of HRSA Grant and contributes to the strategic planning process. Minimum Qualifications: Bachelor's degree with major course work in social or technical field required, and Master's degree in Library Science, Information Science or related field desirable. 4-5 years' experience in the analysis and dissemination of information plus supervisory experience required; or an equivalent combination of education and experience. - Knowledge of various data resources and ability to extract reports, tables and other information. - Flexibility in working with rural organizations, whose systems are less robust than those of URMC. - Ability to communicate effectively with a range of staff including University faculty and data analysts at community hospitals/ primary care practices. - Strong organizational skills and the ability to handle multiple priorities while meeting deadlines in a fast-paced environment. - Excellent verbal, written and interpersonal skills are essential. - Ability to work independently with minimal guidance, as well as part of a team. - Demonstrated efficiency in prioritizing assignments, proactively resolving problems and recommending and implementing continuous quality improvement activities. Preferred Qualifications: - Master's Degree preferred in data science, statistics, management information systems, or other related areas. - Project management experience - At least 2 years of experience doing data analysis, quantitative research, information management, web programming and other related functions. - 2 years of experience with developing and reporting outcomes tracking, preferably in a grant environment - Clear understanding of rural populations - An understanding of the substance use and mental health challenges that face rural communities, as well as many of the common approaches to patient / community engagement and treatment would be an asset.
