Position : Family Service Manager

Hours: 37.5 hrs. / 52 wk.

Salary Range: $68,376 – $88,889

Salary Grade: 5

Summary of Responsibilities:

Under the direction of the Vice President of Early Childhood Services the ERSEA Manager is responsible for the planning, development, and implementation of Head Start and Early Childhood Services (H.S./ ECS) programs’ eligibility, recruitment, selection, enrollment, and attendance (ERSEA) strategies; including systems information, budget items, staff and all ERSEA related services. This position applies professional expertise and oversight in ERSEA activities and ensures that the agency complies with all regulations applicable to Head Start Performance Standards, Office of Children and Family Services regulations, and the Rochester City School District enrollment expectations.

Qualifications and Education and Experience:

  • Master’s degree in Business, Education, or related field preferred; Bachelor’s degree is required. Head Start Performance Standards related to ERSEA and transportation; Family Development Credential (FDC); or applicable credentials. Must be willing to attend and complete all recommended training to obtain specific competency and skills and credential 18 months of hire date.

  • Requires a minimum of five (5) year’s professional experience working in an administrative, management and or leadership capacity with duties that included: data collection, coordination & reporting; policy, monitoring and compliance adherence; training & development; community assessments; marketing, program audits, outreach, recruitment and enrollment; strategic planning; and budget and fiscal management; preferably in a community based and human services, non-profit or comparable setting. A minimum of three (3) years of direct supervisory and performance management experience is required.

  • Requires demonstrated experience successfully overseeing management and administrative responsibilities in a highly regulated and structured environment; requires experience in overseeing multiple aspects of implementing large-scale outreach, enrollment, recruitment, and transportation initiatives.

  • Must be able to monitor and maintain operational, confidential, and safety standards in all service aspects; should have ability to assess, recommend and implement corrective action plans; must be able to provide interpretation in advising on adherence to mandates and standards; requires ability to provide consultation and technical assistance to consumers and staff related to ERSEA and transportation related topics.

  • Requires knowledge and direct transport experience including transporting of special and vulnerable populations (i.e., infants-5 yrs. and children, disabled, etc. & family members); requires familiarity with best practices, policies, safety, and regulatory guidelines in transportation and equipment and operations; knowledge of mandates and requirements of NYS Transportation Authority, H.S. and ECS and OSHA, etc. and other transportation regulatory bodies is required.

  • Requires a strong knowledge of federal and local mandates regarding child safety and related best practices and standards in maintaining compliance; familiarity with Head Start and ECS Performance Standards and structure is a plus.

  • Familiarity working with licensing bodies and regulatory groups; and preparing and participating in program audits, site inspections, etc.; and experience working with related advisory bodies and policy councils, influential organizations, etc. including Office of Children & Family Services (OCFS), Child Protective Services, DSS, etc. is a major plus.

  • Requires proficiency in use of all Microsoft Office.

  • Bi-lingual capabilities English and Spanish strongly preferred. Experienced in American Sign Language is a plus.

  • Requires the physical health and physical capability to work in an office and various community settings.
