The Opportunity: We are seeking a detail-oriented supply chain professional to join our team as a Material Program Manager within the defense industry. The ideal candidate will be responsible for managing all aspects of subcontracting activities, ensuring compliance with federal regulations, and fostering strong relationships with subcontractors and internal cross-functional teams. This role requires strong attention to detail, negotiation skills, and the ability to successfully manage multiple priorities in a fast-paced environment. How I will Contribute:Responsible for and direct all phases of the procurement process lifecycle from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, purchase order creation, execution and maintenance subcontract close out. The Material Program Manager will collaborate across functions and be part of the Supply Chain team serving as a key interface to Program Management, Engineering, Quality, Finance and Operations. This individual will also be a Subject Matter Expert in Supply Chain with strong Material Requirements Planning (MRP) experience.Dedicated Supply Chain POC for large program efforts: Manage supply picture of programs with COTS & Custom materialDevelop and execute Material Program Plans.Execute Risk & opportunity plans to meet program commitments and proactively manage mitigation plans.Collaborate with Supply Chain team, as procurement will remain with Category Mgr & Buyers. Material Program Mgr responsible for monitoring status of deliveries, communicating expedite requests to supply chain team, etc.Monitor performance metrics and proactively act to address program and functional issues.Ensure customer flow down requirements are communicated and documented through the Supply Base.Reporting:Generate a dashboard for program material status and provide regular cadenced proactive reports on material status, risks, and subcontractor performance to internal stakeholders (Program Manager, Operations, Engineering, Executive Management, etc.)Update material tracking log on regular cadence.Lead Supplier Recovery Strategies with transparency in Reporting Supply Chain status and communicating critical issues to internal stakeholders with solution focused actions.Subcontract Management: Develop, negotiate and manage Master Service Agreements (MSA’s), Purchase Orders (PO’s) to Contract Manufacturers and outsourced design partners.Quoting: Generate Requests for Quote (RFQ’s) ensuring bid and program requirements are captured. If Statements of Work are required for outsourced design efforts, ensure all necessary aspects are included for proper execution and maintenance of the order.Cost Analysis: Conduct thorough cost analyses and assist in the evaluation of subcontractor proposals to ensure competitive pricing and value for the company.Negotiations: Responsible for price, lead time, payment terms, Terms & Conditions, and service agreement negotiations.Supplier Relationship Management: Develop and maintain strong relationships with subcontractors to foster collaboration and address performance issues. Supply Chain POC for cadenced meetings with Contract Manufacturers. Outreach to suppliers for regular confirmations of material, exceptions, expedites, delays, etc.Risk Management: Identify risks associated with subcontracting arrangements, including cost overruns, schedule delays, and compliance issues and implement mitigation strategies.Compliance: Ensure compliance with federal, state, and local regulations, along with company policies and procedures. (FAR/DFARS Clauses)Leadership:Responsible for managing buyer for intracompany procurements. Establish best practices and provide guidance and mentorship to buyer on processes.Lead others by influence in a matrixed environmentStandard Operating Procedure: Creation and implementation of an SOP for Subcontract Management within Safran Federal Systems.MRP:Investigate system challenges and champion continuous improvement, ensuring demand for large program efforts is properly flowing and being actioned.Cross-Functional Collaboration: The Material Program Manager will serve as the primary liaison to Program & Project managers, Engineering, Procurement, and Legal departments to ensure alignment on subcontract activities. Promote early Procurement and Supplier engagement in bids, projects, and product design. Assist in the preparation of proposals and cost estimates for subcontracting activities. What You Bring to Safran Federal Systems Bachelor’s degree in Business Administration, Supply Chain Management, or equivalent military/industry experience is required.Minimum 4 years of experience in procurement, subcontract management, or program management, preferably in the defense industry is required.Strong knowledge of federal acquisition regulations (FAR, DFARS), ITAR, and experience in managing vendors in a high-tech company preferred.Ability to successfully manage multiple projects simultaneously with minimal oversight.Strong verbal and written communication skills to effectively convey complex solutions/information to suppliers and internal stakeholders at all levels within the business.Strong analytical and problem-solving skills with a keen attention to detail and an aptitude to learn and adapt quickly.Ability to exercise independent judgment and make decisions.Ability to take initiative, multi-task, manage multiple deadlines, and prioritize.Strong systems and continuous improvement mindset.Knowledge of supply chain management principles and practices.Ability to reason logically and make sound decisions, to consider alternative and diverse perspectives, to remain poised under all circumstances, and to interact effectively with people in a positive manner that engenders confidence and trust.Must be able to remain in a seated position at least 50% of the time.The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, and computer equipment including printers.US citizenship is required for this role.Position is based in US, occasional domestic travel (up to 10%) to visit suppliers.
