GENERAL PURPOSE:

This position has programmatic and fiscal oversight of the Cancer Services Program of the Finger Lakes Region (CSP-FLR). Works closely with the NYSDOH CSP staff, CSP-FLR community partners, healthcare providers and CSP-FLR staff to make sure that all program and fiscal information is submitted accurately and on time. This position will organize and administer all required activities including: eligibility assessment and enrollment, data entry, case management and diagnostic follow up, billing issues, legislative visits, building partnerships and marketing and reports to the Center for Community Health & Prevention, Senior Administrator.

RESPONSIBILITIES:

Program Management

Coordinates and administers all required activities of the CSP-FLR, including: program intake and data entry, case management and diagnostic care, patient navigation and resource attainment, billing and reconciliation, community building and relationships, legislative priorities and advocacy, marketing and communications, event management, outreach and recruitment. Identifies and implements best practices, prioritizing any potential problem areas. Provides clinical care coordination oversight for interpretation of reports, client eligibility, ensure timely follow up of abnormal screening results and adherence to guideline-concordant care and will provide on-going training for provider sites. Conducts ongoing program evaluation to ensure performance measures and program goals are met. Assures timely, accurate collection and submission of all data, monthly reports, billing requests, and vouchers.

Grant Writing

Writes and develops grant proposals to sustain the CSP-FLR program. Assembles information including project scope, objectives, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation. Collaborates with community partners to develop the grant proposal and requests letters of support.

Outreach Education

Represents the CSP-FLR in community and professional settings to promote cancer screenings throughout the program service area. Builds and maintains collaborative relationships with community organizations necessary to implement the activities and services of the program. Responsible for working with providers and clinicians to educate and train on the importance of cancer screenings and the services of CSP-FLR. Perform monthly in-service visits with healthcare providers and their staff to ensure understanding and compliance with CSP-FLR guidelines and protocols.

Reporting and Expenditures

Oversees budgets, and authorizes program expenditures. Monitors grant accounting to ensure accurate management of expenses, integrity of accounts and compliance with funder requirements. Provides quarterly reports to NYSDOH, program funders, and WCI committees, including performance reports, outreach and recruitment activities, and progress toward work plan objectives.

Staffing and Training

Oversees hiring, training, supervision, and evaluation of all program staff. Communicates effectively and routinely with Senior Administrator, program staff, community partners, healthcare providers and program funders. Facilitates and encourages productive, supportive relationships to ensure timely completion of work plan goals and achievement of performance measures. Initiates the development and routine review of annual budgets and work plans containing specific, measurable and realistic goals, objectives, activities and performance measures.

Program Support

Strategically seeks opportunities for new grants to enhance the program, initiates opportunities to participate in presentations and publicize findings. Maintains a strong relationship with Wilmot Cancer Institute, URMC Affiliates and other health systems in the region. Participates in all CSP-FLR sponsored events. Other duties as a signed.

QUALIFICATIONS:

  • Bachelor’s degree required

  • Master’s degree preferred

  • 5 years’ of relevant experience or equivalent combination of education and experience required

Required:

  • Knowledge of cancer screening guidelines, methods, and diagnostic procedures. Public health background helpful.

  • Excellent organizational, communication, program delivery and evaluation skills.

  • Ability to work effectively with people of different cultural, economic, and educational backgrounds.

  • Comfortable with computers and learning new programs.

  • Word processing and data analysis software Proficient in MS Word, Excel, Outlook and PowerPoint.

  • Valid NYS Driver's License and reliable transportation.

  • Ability and willingness to travel regionally throughout a six county area on a weekly basis.

Pay Range

Pay Range: $77,216 - $115,824 Annually

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
