Job Title:  Program Manager – Technical Lead

Location: Rockville, MD 

Overview: The Program Manager is tasked with overseeing the delivery of cybersecurity and infrastructure support services across both on-premise and AWS cloud environments. This role is pivotal in ensuring quality, adherence to contractual obligations, and strategic management of project resources. The position requires a hybrid work arrangement, with necessary onsite presence as needed.

Responsibilities:

  • Task Area 3 – Internal Program Management: Take full management responsibility, dedicating approximately 50% of work time to overseeing on-premise and cloud-based program initiatives. This includes quality control and delivery assurance of internal program management activities.

  • Task Area 1 – Information Security and Privacy Program Support & Task Area 2 – Infrastructure and Cloud Engineering Support: Provide technical support and expertise, allocating the remaining 50% of time equally between these areas. Responsibilities include ensuring alignment of technical operations with strategic objectives and compliance standards across the hybrid environment.

  • Manage project resources, timelines, and budgets to meet or exceed project milestones and objectives.

  • Serve as the primary communication liaison with the client, managing all project communications, including status reporting and issue resolution across both on-premise and cloud environments.

  • Foster a collaborative work environment, ensuring adherence to organizational policies and best practices in managing diverse technical platforms.

    Qualifications:

  • Graduate-level degree from an accredited university.

  • Must hold Project Management Professional (PMP) and Certified Information System Security Professional (CISSP) credentials.

  • At least 10 years of experience managing IT projects, with significant exposure to managing hybrid environments (on-premise and cloud).

  • Proven ability to lead multi-disciplinary teams in complex IT projects.

  • Must possess or be able to obtain a Tier 2 Public Trust clearance.

    Tools and Technologies:

  • Familiar with JIRA for project management and overseeing tasks that require coordinated efforts across multiple teams.

  • Proficient in using Archer for security management and compliance reporting.

  • Knowledgeable about configuration management tools and implementing IT security and privacy controls compliant with federal guidelines.

    Work Hours:

  • Standard work hours are from 9:00 AM to 5:00 PM, Monday through Friday, excluding Federal holidays.
