Our work depends on a Senior Program Manager joining our team to lead the Department of Health and Human Services (HHS), Health Resources & Services Administration (HRSA) Indefinity Delivery Indefinite Quantity (IDIQ) for

the Organ Procurement and Transplantation Network (OPTN) Operations.

The purpose of this IDIQ contract is to provide the services necessary to ensure that the Organ Procurement and Transplantation Network (OPTN) can effectively carry out all congressionally-mandated functions, including the

operation and enhancement of the OPTN.

As a Senior Manager supporting this IDIQ, you will responsible for all contractor work performed under this project and trusted to serve as the single point of contact for the Contracting Officer (CO) and the Contracting Officer’s Representative (COR).

HOW A SR PROGRAM MANAGER WILL MAKE AN IMPACT

The PM shall be a single point of contact for the Contracting Officer (CO) and the Contracting Officer’s Representative (COR).

Consistently exhibit teamwork (including with other vendors) and provides best value for customers by improving the quality of customer interaction and communication, and internally improving communication to increase the quality and value of service provided.

Demonstrate proactive behavior, provides timely responsiveness, and exhibits a sense of ownership and commitment in all dealings.

Consistently perform timely follow through to ensure quality completion of customer actions. Actively engages in customer partnering sessions and lessons learned sessions. On a regular basis, shows initiative in problem identification and resolution.

Maintain the integrity and security of federally-owned property, including equipment, supplies, and information technology related hardware, software and data.

Effectively plan, organize, and prioritize work to accommodate agreed to dates/timelines as noted in task orders and produce clear and effective results of acceptable quality.

Refer new or unusual circumstances in a timely manner to the COR for guidance.

Manages task order responses, transitions, operations, and successful completion of all task orders

Serve as the single point of authority fully responsible for the financial, technical, and contractual oversight of the program

Supervises assigned technical and administrative staff, including subordinate managers.

Maintain responsibility for overall contract performance and all aspects of personnel, resources, funding, project status reporting, administration, operations, and deliverables

Maintain approval authority over the following:

Standards and Procedures (S&P)s and other process assets applicable to the program

Direct charges to the Program

Personnel transactions (hiring and staff reductions, transfers)

Purchases and resources acquired with contract funds

WHAT YOU’LL NEED TO SUCCEED:

  • BS/BA Degree and 12 plus years’ relative experience; or equivalent combination of education and experience.

  • 10+ years of supervisory experience with proven successful transition, implementation, and execution on complex task orders.

  • Demonstrated experience managing and ensuring the successful completion of multiple technical tasks in assigned program(s).

  • Demonstrated ability to recruit, hire, manage, supervise, train, schedule, coordinate, and evaluate staff as assigned.

  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting.

REQUIRED EXPERIENCE:

  • Experience overseeing the planning, executing and tracking of programs

  • Minimum of a Bachelor’s degree (or equivalent), 3 years’ experience.

  • Past experience shall include work in healthcare environments.

DESIRED EXPERIENCE:

  • Previous HHS experience

  • PMP Certification

The likely salary range for this position is $148,750 - $201,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
