Summary This position is located within the Medical Care Service Line (MCSL) at the VA Medical Center in Salem, Virginia. The position directs and coordinates the administrative, operational, and planning activities within the service. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but are not limited to, the following: Advises on issues pertaining to staffing, budget, space, equipment and the care environment are resolved through negotiation, monitoring, evaluating, analyzing, planning and implementation of strategies to further the mission and goals of the service line; Coordinates activities, performs analytical trending and evaluative work associated with service departments; Develops, evaluates, and modifies organization structure and systems to achieve program goals; Administers the internal review, quality and productivity initiatives for the organization; Approving official for timekeeping system for employees; Acts as the liaison with Human Resources Office concerning personnel-related matters; Assists managers and staff in protecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, and drafting disciplinary and adverse actions; Provides administrative coordination, in conjunction with clerical support staff members; Serves as the Contract Officer Representative (COR) for the Medical Care Service ensuring that the government organization receives all of the contracted services; Maintains authority for service fund control points; Drafts and/or reviews contract requests and agreements to ensure accurate budgetary, personnel and administrative arrangements; Analyzes expenditures and the adequacy of funding levels and communicates the need for additional funding or changes in funding levels; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job Selective Service Registration is required for males born after 12/31/1959 You may be required to serve a probationary period Subject to background/security investigation Selected applicants will be required to complete an online onboarding process Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP) Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP) - See "Additional Information" below for details. Qualifications To qualify for this position, you must meet one of the below requirements: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal Service that has equipped you with the knowledge, skills and abilities necessary to perform the duties of an Administrative Officer GS-11. Specialized experience is providing administrative support; analyzing and evaluating issues concerning the efficiency and effectiveness of program operations in the administrative department; applying the knowledge of clinical administrative laws, regulations, and policies; providing personnel management services; overseeing contract and procurement work; assembling budget forecasts and managing funds; and formulating administrative directives and procedures. NOTE: Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week. - or - Education: You may substitute education for specialized experience if you have successfully completed three (3) full years of progressively higher-level graduate education or doctoral degree (Ph.D. or equivalent) related to this position. Education cannot be credited without documentation. - or - Combination: Equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, may also be qualifying.
