DISTRICT EXECUTIVE JOB DESCRIPTION

Title: District Executive

Service Area: Wheatland & Tomahawk Districts

Position Concept:

Working primarily out of the council office in Hays, reporting to the Scout Executive, responsible for

the effective organization, operation, and promotion of the Wheatland (Phillipsburg, Logan, Hill City,

Hoxie, Kensington, Mankato, and surrounding area) and Tomahawk District (Hill City, Hoxie, Logan,

Mankato, Phillipsburg, and surrounding area) and council programs within these districts. Individual

serves as professional advisor and gives guidance to the cultivating, recruiting, training, and inspiration

of volunteer personnel, assisting them to carry out responsibilities assigned so that efforts will

strengthen and extend the programs offered by chartering organizations and units.

Principle Responsibilities:

A. Membership

? Work with volunteers to develop a plan of growth within your responsibility for existing units and

to develop strategies for establishing new units on a year-round basis. Set a good balanced

membership growth plan with goals that will reflect a healthy expansion of youth.

? Achieve balanced growth objectives in Cub Scout, Boy Scout, Venturing and Learning for Life age

groups.

? Through positive nominating committee direction, develop plans to add volunteers on district

committees and commissioner staffs.

? Work with existing organizations to continue outreach and after school Scouting programs.

? Establish relationships with the major institutions in your district, cultivating sponsorship of

Scouting programs.

B. Finance:

? Following the council suggested Investment in Character and Leadership (ICL) plan, recruit,

organize, and supervise the building of a finance committee to raise the ICL goal in the Family and

Community Divisions for each district in your responsibility.

? Place emphasis on the recruitment of the right people who will chair the popcorn drive and other

fund-raising activities. Ensure that council procedures are followed, and objectives met in these

campaigns.

C. Unit Service

? Work with your district commissioner to staff and train the commissioner group to provide service

to each of the scouting units in your district. Promote attendance at the College of Commissioner

Science.

? Give leadership to the Roundtable Commissioner to ensure that a quality roundtable is conducted.

? Work with commissioners to insure that on-time chartering occurs.

? Annually meet with the head of each chartered organization currently using the Scouting program.

? Work with your District Commissioner and district volunteers to assist units to attain Journey to

Excellence designation.

D. Program

? Give leadership to the district training chairperson to ensure that basic training objectives are

achieved. Ensure that proper promotion is given to specialized and advanced training.

? Render leadership to the district advancement committee to ensure advancement is taking place

and the District Eagle Board of Review chairman understands the BSA advancement guidelines.

? Assist in the development, attendance, and success of all activities within your area of

responsibility. Work as advisor to assure safety and BSA standards are met. Ensure correct budget

planning and control procedures are followed and that the financial closeout is completed in a

timely fashion after the event has taken place. Activity should finish at least at a breakeven point

between activity fees received and expenses spent.

? Promote Council Summer Camp, Wood Badge, National Youth Leadership Training, Powder

Horn, Pinewood Derby, and other council wide activities.

Other:

? Daily and weekly working hours will be flexible, meeting the requirements of the schedules of

personal training and planning, volunteers time, and district activities. It is not unusual for a

District Executive to work more than 40 hours in a week. It is also necessary for a District

Executive to work evenings and weekends.

? Attend council staff meetings, and national training sessions.

? Develop a positive and routine relationship with each of your districts Key 3 personnel. Meet

with the Key 3 of each district no less than once per month to ensure plans of the district are

successful.

Specific additional responsibilities will be assigned.

Employee reporting to this position: Responsible for recruiting, hiring, training and managing

program interns to run outreach and afterschool programs.
