Army National Guard Units SUPERVISORY AIRCRAFT PILOT (TITLE 32) in Salisbury, North Carolina

Summary This National Guard position is for a SUPERVISORY AIRCRAFT PILOT (TITLE 32), Position Description Number D0644P01 and is part of the NC ASO, National Guard (AASF #2 / Manning Document 4142-010). Responsibilities As a SUPERVISORY AIRCRAFT PILOT (TITLE 32), GS-2181-14, will serve as the commander of an Army National Guard Aviation Support Facility (AASF); supervise between 3 and 12 substantive General Schedule (GS) employees and a large (more than 30) wage grade work force; manage and direct the activities and functions of the AASF in support of the state mission which includes flight operations; proficiency training of aviators and crewmembers; aviation safety; and the organizational, direct support, and limited general support maintenance of all assigned aircraft; . manage assigned fiscal, material and personnel resources; support the State ARNG aviation program and ensuring that adequate aircraft and aviators are available to accomplish assigned aviation missions; plan work to be accomplished by the organization; set priorities and prepares schedules for completion of work; assign work to subordinate units; prepare performance standards; advises officials with broader and higher responsibilities on problems involving the relationship of the work of the organization; oversee the training operations of assigned or attached aircrew members through a subordinate supervisor; manage and direct the standardization, currency, proficiency, safety operations, logistics and maintenance programs of the facility; standardize methods and procedures of flight instruction and flight proficiency for the facility; plan and supervise an extensive and comprehensive pilot and crew member training program; oversee the aviation maintenance functions through a subordinate Supervisory Aircraft Maintenance Test Pilot and ensure maintenance of assigned and supported aircraft is in accordance with established procedures; be responsible for the overall safety program for the facility; serve on aircraft safety and aviation policy boards, groups and committees. Requirements Conditions of Employment Qualifications MILITARY GRADES: Officer (LTC/O5 and above) GENERAL EXPERIENCE: Applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. SPECIALIZED EXPERIENCE: Applicants must demonstrate the following specialized competency experiences (skills, knowledge, and abilities) to qualify for appointments to GS-2181-14 and GS-2181-15 Army National Guard Dual Status Officer positions; or, to qualify for appointments to GS-2181-14 and GS-2181-15 Air National Guard Dual Status Officer positions. For Army positions, must have at least three years working experiences in civilian aviation programs; or, military service aviation programs (active duty or reserve components); or, in the Army NG Aviation Support facilities;. Qualification competencies are determined by three factors: The aircraft operated; the nature and purpose of assignments; and, the degree of hazard. Experienced in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA); experienced in reading and applying mission tasks, intelligence reports, and weather information; in supervising and conducting mission planning, mission preparations, filing flight plans, and conducting crew briefings; in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning, operating aircraft controls and equipment, in performing and supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; and, surveillance and reconnaissance missions; in conducting and supervising crew member training on simple to complex mission specific tasks; in developing plans and policies, monitoring operations, and briefing commanders; in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics; in planning and preparing for missions; and, experienced in piloting and instructing others in piloting specific air-frame/military aircraft; in various piloting administrative tasks performed in support of Army Guard aviation programs; in aviation unit quality control management programs; in the unit flying, explosive, and ground safety programs in accordance with DA, NGB, and Occupational Safety and Health Administration directives; in applying directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements; in flying operations and coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs; in one or more missions such as, air-to-air; air- to-ground; mortar-to-arm escort; surveillance; reconnaissance; surface attack; killer-scout; target illumination; or laser targeting; in traditional "stick and rudder" type controls for piloting aircraft direction, altitude, and speed; in using aircraft instrumentation and aircraft mounted video cameras; in visual flight-rule type flying and aircraft instrument flying; in flying simulated "real world" combat and non-combat missions and terrain; in planning, scheduling, and conducting training flights through Federal Aviation Administration controlled national airspace; in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of NGB, United States Army, and gaining commands; in working independently to plan and perform work assignments; in completing safe and efficient mission accomplishments through the use of Operational Risk Management; in performing aviation duties such as, cancelling flying activities; diverting aircraft; dictating mission requirements; approving specific activities; coordinating for airport or airspace utilization with FAA; and directing emergency actions that involved unit support agencies; in using applicable Army aviation regulations, policies, requirements and standards, skills and practices; and, the application of instructional techniques to the training of other pilots in the Army National Guard flying facilities; in conducting particular combat or non-combat training missions and flying specific main-frame aircraft in combat tactics, flying in mountainous terrain, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, and conducting night-vision operations or instructions; in standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards in accordance with applicable directives and FAA certification requirements; in reviewing and complying with applicable service flight publications and directives for accuracy and currency; on weaponry and combat or non-combat tactics for applicable military aircraft; with wartime and peacetime contingency plans and supplements used for unit mobilizations, deployments, strange field operations, or troop missions and redeployments; in piloting and instructing in accordance with applicable Army aviation regulations, policies, requirements, standards, skills and practices; in performing instructional techniques to train other pilots assigned to the Army NG flying units or assigned; in conducting upgrade training for aircrew members from the Army NG, or from other active components; in providing proficiency training for qualified aircrew personnel. Knowledge of full-cycle theory, skill in conducting formal classroom instruction, and skill in actual flight practice are required; in performing training activities, as related to a particular mission and specific main-frame aircraft to include combat and non-combat tactics; in flying mountainous terrains, performing tactical remote site evaluations, performing landings on remote sites, providing ground and flight training, or conducting night-vision operations and instruction; in complying with standardization and evaluation programs, written ground examinations, emergency procedures, and evaluations; in aircrew performance standards, in accordance with applicable directives and FAA certifications, is required; with weaponry and tactics for applicable military aircraft; in completing aircrew proficiency and competency evaluations; in other military components' intelligence programs and services and/or NG intelligence programs; in comprehending intelligence reports concerning current threats and counter-measures. Experienced in establishing detailed scenarios to provide realistic and effective aircrew training; in commanding and executing unit comprehensive annual training plans to ensure accomplishment of all required aircrew training. Experienced in executing flight schedules and flying hour programs; and, analyzing post-mission debriefings to ensure accomplishment of assigned training events. Experienced in coordinating annual, monthly, and/or daily operational requirements with unit commanders, Federal Aviation Administration, and other supporting agencies. Experienced in maintaining detailed wartime or peacetime contingency plans and supplements for unit deployment, strange field operations/employment, and redeployment.
