State of Utah - Jobs Environmental Program Manager I in SALT LAKE CITY, Utah

The Department of Environmental Quality is looking to fill an Environmental Program Manager position in the Division of Environmental Response and Remediation. * * Principal Duties  As the Petroleum Storage Tank (PST) Release Prevention and Compliance Section manager,this individual will lead a team to oversee the regulatory environmental compliance and enforcement requirements for the Petroleum Storage Tank program in the State of Utah to protect human health and the environment in accordance with the applicable laws.  This section is also responsible for administering a Federal Release Prevention Grant that is provided by EPA to maintain compliance with release prevention requirements at regulated facilities.

  • Supervise and direct all activities of the PST release prevention and compliance section by actively solving problems,identifying and implementing continuous improvement projects,and ensuring program services are professional,responsive,fair,and supported by science and the law.
  • Set goals,establish priorities,manage resources,develop concepts and approaches,review project progress and results.     
  • Clearly communicate expectations to staff and cultivate a culture that supports teamwork and professional development.
  • Represent the Division and uphold DEQs mission,vision,and values.
  • Effectively communicate and build professional relationships with a variety of stakeholders,including but not limited to the public,regulated entities,local health departments,State,and Federal Government.

  • Highly effective communicator in person,virtually,over email,and over the phone.  
  • Listens to understand,collaborates,and focuses on identifying functional solutions. 
  • Adaptive communication style to best serve the needs of the audience. 
  • Experience in program management,implementation,and/or a combination of relevant education and experience. 
  • Strong leadership and mentorship skills,including demonstrated ability to coordinate and contribute to team efforts and drive change.
  • Demonstrated experience developing and implementing continuous improvement projects.
  • Experience working with State and/or Federal agencies.
  • Excellent writing skills and attention to detail.
  • Skilled in evaluating reports,documents,rules,and regulations.
  • Database tracking and reporting.
  • Contract procurement and management.
  • Federal grant application and management. 

Preferences Preference may be given to candidates with the following:

  • A bachelor s degree or higher in at least one of the following areas: chemical science,physical science,geology,or engineering;
  • OR an equivalent combination of relevant education and paid professional employment directly related to the above tasks.

Work Location This position may be eligible for an in-office,remote or hybrid/flexible work schedule after an initial training period. Our office is located 195 North 1950 West,Salt Lake City,Utah.  A position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. Note: As of July 1,2021,State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
