GREATER SALT LAKE MUNICIPAL SERVICES DISTRICT GIS Analyst in SALT LAKE CITY, Utah
JOB SUMMARY
Under the supervision of the Director of Information Technology, maintains the accuracy and quality of GIS database information and develops GIS products and applications that streamline agency procedures and workflows. Regularly performs data analysis and visualization to support the MSD's departmental functions, service processes, and analytical requirements. Maintains data according to the GIS Policy, industry standards, and principles to resolve data errors. Work closely with other organizations as well as internal and external customers to resolve data discrepancies.
Applies strong problem-solving skills, as well as written and verbal communication skills, to gather information about a business and create reports.
Special Requirements
Must possess a driver's license.
MINIMUM EDUCATION QUALIFICATION
Bachelor's degree in computer science, geography, or other closely related field, plus two (2) years of equivalent GIS analyst experience in a similar environment, size, and scope. OR an equivalent combination of related education and experience

ESSENTIAL FUNCTIONS

· Develop, create, and maintain enterprise GIS solutions that support various agency functions, including Engineering and Planning and Development Services, web GIS apps for various departmental needs, and operational dashboards to monitor and track performance.
· Provide insights during development, testing, deployment, and maintenance of GIS applications and systems in a complex, multi-platform environment.
· Create workflows that streamline agency processes and improve data quality, including toolsets and workflows using ESRI Python infrastructure; participate in developing and implementing queries, scripts, and other instructions.
· Ensure MSD's authoritative datasets are regularly maintained, updated, and made accessible to other agencies with legitimate engineering and planning interests.
· Support creation and maintenance of written documentation, including system and user manuals, data dictionaries, interfaces, and architectural diagrams; provide individual training and assistance to users unfamiliar with software components or individual tasks.
· Acts as a technical advisor for GIS issues and frequently collaborates with external agencies, service providers, and technology resource providers.
· Coordinate the review of GIS projects; create geocoding services, maps, and feature services; monitor geoprocessing steps and perform quality control checks on results.
· Support Senior GIS Analyst with projects, including drone flights and post-flight data processing.
· Support Senior GIS Analyst with projects related to Long Range Planning.
· Support GIS Analyst with Address Data Management Services (ADMS).
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
· ArcGIS Pro for editing, maintenance, and data quality workflows.
· ArcGIS Pro/Enterprise to publish map and feature services for application consumption.
· Web GIS and programming languages used within ESRI (Arcade, Python) and web API (JavaScript), and how to apply them in context.
· Relational database technology with knowledge of extensions enabling the storage of spatial data.
· Functioning knowledge of GIS relationship class structures, indexing, and unique ID (Global, GUID, etc.) in an enterprise GIS environment.
Skills and Abilities to:
· Lead, manage, and direct the work of others.
· Review and prioritize GIS projects by factors f safety, necessity, and urgency.
· Establish and maintain effective working relationships with elected officials, managers, employees, other agencies, and the public.
· Read, understand, interpret, and execute scripts.
· Analyze business and technical processes and determine ways of making them more efficient.
· Exhibit expert command of standard office tools, such as Microsoft Office Suite.
