    JOB SUMMARY

    Provides strategic human resources support by developing partnerships, delivering innovative solutions, and value-added service to County employees, leaders, and their organizations.

    MINIMUM QUALIFICATIONS

    Bachelor’s degree from an accredited college or university in Human Resource Management or other closely related field, plus four (4) years of related experience in a position performing strategic human resources duties; or experience in a field closely related to these duties, OR an equivalent combination of related education and experience.

    Due to the nature of this position, the successful applicant must pass a required pre-employment background check and subsequent mandatory background checks in accordance with current County Human Resources policy requirements.

    ESSENTIAL FUNCTIONS

  • Develops strategic partnerships with County organizations to identify solutions that meet their Human Resources needs.

  • Supports the HR strategy to align with business objectives and solve complex business challenges in partnership with organization leaders.

  • Develops, manages, and executes multiple HR projects involving key stakeholders, ensuring all impacted parties are included.

  • Conducts salary recommendations, position analysis and pay equity reviews county-wide.

  • Evaluates, classifies positions, and develop/maintain job descriptions county-wide.

  • Collaborates with the County HR functional teams to implement solutions and best practices in all areas of human resources to provide a dedicated conduit for HR service delivery.

  • Provides training, information, interpretation, and implementation of Salt Lake County and Human Resources Policies and Procedures, rules, regulations, and best practices.

  • Compiles and analyzes data necessary to prepare and present reports to help leaders make decisions for workforce management and planning.

  • Performs as an effective team member contributing to a solutions-oriented and customer-focused organization.

  • Works as an organizational change agent in identifying and implementing human resources best practices.

    KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

    Knowledge of:

  • Position classification and compensation methods and techniques

  • The Fair Labor Standards Act (FLSA) and the County Personnel Management Act

  • Strong business and HR acumen with a demonstrated understanding of metrics

  • Project management skills and techniques

  • Research methods and techniques

  • Effective report writing methods and techniques

  • Strategic planning principles and application

    Skills and Abilities to:

  • Influence and build strong partnerships with leaders in a strategic capacity

  • Research and implement human resource management best practices

  • Manage projects, time, priorities, and resources to achieve goals

  • Successfully manage multiple projects with competing deadlines involving multiple customers

  • Effectively use Microsoft Office Products and job-related software programs.

  • Produce quality work in an environment of high expectations and adapt to changing business needs, conditions, and work responsibilities

  • Prepare and analyze statistical reports
