Job Description:

Broadband Communication Systems Sector (BCS), is a leader in defense electronics for strategic and tactical military operations. We provide high-performance data link systems to transfer information to and from aircraft, ships, satellites and ground stations throughout the world. Our data links feature real-time relay of information for reconnaissance and surveillance purposes.

The Subcontracts Manager works with Program Management, Contracts, Legal, Finance, Engineering, Quality, and Operations to identify requirements, select subcontractors, negotiate, and manage subcontracts in support of Government Prime Contracts. These activities are executed in accordance with the FAR/DFAR and company procurement regulations, policies, and procedures.

The Subcontracts and Repair Manager will work with all of the various business disciplines within BCS to assemble all requirements documentation in support of major proposals, bids, and contract modifications ensuring all appropriate flow-downs and requirements are met.

Essential Functions:

  • Analyze contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, corporate policies, and business unit procedures.

  • Work in planning the overall acquisition strategy; generating/implementing source selection competition plans; coordinating Requests for Information (RFI) in support of developing additional source lists; writing clear and concise Statements of Work (SOW) and identifying and managing baseline changes.

  • Support the fact-finding of subcontract proposals and actively participate in negotiations of those proposals.

  • Possess the ability to negotiate win-win solutions.

  • Places new build and repair purchase orders in support of Complex Procurement commodity assignments

  • Good interpersonal skills with the ability to effectively communicate (verbally and in writing) to all levels of management.

  • Skilled at presenting sourcing strategies and sourcing recommendations to executive leadership levels.

  • Work effectively in a team setting with supporting organizations.

  • Effectively balance program plans, risks, and opportunities with executable strategies to meet requirements on budget.

  • Travel will be required throughout the United States and occasionally internationally; a valid U.S. passport will be required.

    Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
