General Purpose

Prepare, support and implement PacifiCorp’s environmental compliance reporting obligations related to greenhouse (GHG) allowances, fuel mix, GHG emissions, carbon offsets, renewable energy credits (RECs), and renewable portfolio standards (RPS). Serve as an administrator of PacifiCorp’s Western Renewable Energy Generation Information System (WREGIS) account used for tracking renewable energy credits. Support PacifiCorp’s Environmental Policy and Strategy department with environmental compliance reporting obligations related to resource mix, greenhouse gas emissions, renewable energy credits (RECs), Renewable Portfolio Standards (RPS) and renewable-related programs. Support process improvement initiatives by helping track and report project milestones.

Responsibilities

  • Perform day-to-day activities associated with administering environmental attribute tracking and accounting in WREGIS (i.e., transfers, fulfillment, and retirement).

  • Receive, process, and review contracts for environmental attributes (i.e., renewable energy credits, greenhouse gas allowances, carbon offsets) and other related documents for completeness.

  • Prepare reports as required by policy or by department lead, including distribution of trade tickets and storage in internal systems.

  • Collaborate with the company’s Origination and Customer Solutions groups regarding contract negotiations for renewable energy credits and/or other environmental attributes.

  • Coordinate, compile, analyze and summarize environmental attribute data to support state regulatory filings.

  • Prepare RPS compliance reports in accordance with state regulatory program requirements, including activities related to the company’s BlueSky program.

  • Administer renewable resource registrations in accordance with state regulatory policies and rules.

  • Perform updates to the company’s renewable resource and emissions data in internal and external tracking spreadsheets.

  • Participate in state renewable portfolio standard compliance filings, including verification of agency certification of renewable resources for compliance with state and/or federal renewable portfolio standard programs.

  • Support in the preparation of regulatory and compliance filings to meet the reporting requirements in all states, including regulatory testimony, exhibits and supporting documentation.

  • Participate as a team member to present reports to management to obtain approval for compliance filings.

  • Prepare compliance reports in a timely and accurate manner, in accordance with state regulatory program requirements.

  • In collaboration with others on the team, provide assistance and support for existing and new environmental reporting-related projects and programs.

  • Ensure that Renewable Energy Credits (RECs) are retired in compliance with state and federal law.

  • Develop presentations and periodic reports.

  • Handle confidential data professionally.

  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Business Administration, Finance, Economics, or a related field; or the equivalent combination of education and experience.

  • Minimum of 3 years of experience in data analysis, tracking or project coordination.

  • Proficient with the use of personal computers including databases, accounting systems, and spreadsheet applications.

  • Attention to detail

  • Ability to determine variances to propose resolution.

  • Data analysis and report compilation experience including proficiency in Microsoft Excel.

  • Excellent communication and interpersonal skills including the ability to work with all levels of the organization; ability to work as a team member to maintain project timelines, budgets, and deliver on commitments.

  • Ability to prioritize and handle multiple assignments.

  • Proficient with the use of personal computers including spreadsheet, database, word processing, presentation applications and mainframe and working knowledge of SAP.

  • Familiarity with rules, regulations, policies, procedures and practices; applicable federal, state, and local governmental laws and regulations.

  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team; ability to present alternatives and recommendations.

Preferences

  • Knowledge of REC reporting requirements concepts in both voluntary and regulatory environments, greenhouse gas emissions and resource mix.

  • Leadership and teamwork skills to negotiate with and influence peers and management on policy and strategic issues.

  • Experience working in an electric utility.

  • Knowledge of the company’s policies, procedures, and practices.

  • Familiarity with the Western Regional Generation Information System (WREGIS).

This position is eligible for an annual discretionary performance incentive bonus of up to 12.00% of salary.
