State of Utah - Jobs Research Project Manager in SALT LAKE CITY, Utah

The Utah Department of Transportation's (UDOT) Research and Innovation Division is looking for a talented and driven professional to manage transportation research projects from idea generation to research completion and implementation planning. We are looking for an engineer with experience in project management,interest in transportation research,and knowledge of the field of transportation engineering. You will work with other UDOT Divisions and Regions to identify research needs and provide input to researchers on research project scopes. You will manage priority research projects by contracting with universities and consultants to do the research,holding project panel meetings,overseeing the review of deliverables,communicating the research results,and planning for implementation of the results. The ability to competently perform project management duties is a must. Advanced communication skills are also essential. This includes polished writing skills and the ability to effectively develop research work plans,training,outreach,and strategic engagement-based tools.

Principal Duties As the Research Project Manager,you will:

  • Interact with UDOT Division and technical staff to assess and prioritize research needs,solicit participation on technical advisory committees,and facilitate implementation.
  • Guide development of RFQs,evaluate proposals,score submittals,select academic researchers and other consultants,review work plans,and negotiate contract details.
  • Manage research project contracts including scope,schedule,and budget.
  • Coordinate the review of reports from research consultants by project technical advisory committees.
  • Schedule update meetings and communicate regularly with research consultants,project champions,and technical advisory committees on the status of the research.
  • Plan for implementation of research results with research project champions.
  • Prepare written and oral reports and newsletter articles summarizing research activities.
  • Conduct literature searches and basic synthesis studies based on research problem statements and UDOT leader requests.

Minimum Qualifications In order to qualify for this position,the candidate:

  • Must be registered as a professional engineer in accordance with the provisions of Utah Code Annotated 58-22.
  • Will have at least two (2) years of engineering experience following licensure as a PE.

Applicants who are within one year of meeting the criteria of two years of engineering experience following their licensure as a PE may be considered through an underfill (Engineer III level). The hourly rate range for the underfill is $36.55 - $59.29 Preferences Preferences may be given to those with experience in project management.   • Have knowledge of engineering principles and ability to interpret standard specifications and provisions
  • Administer procurement processes,contracts,grants,or similar instruments
  • Manage contracts and projects for scope,schedule,budget,and quality of deliverables
  • Understand principles,theories,and practices of group dynamics and/or team development
  • Work with or contribute to a work group or team to complete assigned task(s)
  • Use word processing,spreadsheet,and presentation software applications as well as email,electronic file management tools,and online platform s
  • Speak clearly,concisely,and effectively; listen to and understand information and ideas as presented verbally
  • Communicate information and ideas clearly and concisely in writing; read and understand information presented in writing
  • Establish objectives and specify the strategies and actions to achiev these objectives
  • Coordinate the activities or tasks of people,groups and/or organization(s)
  • Manage incremental tasks to meet deadlines and dynamic workload demands
  • Evaluate information against a set of standards
  • Make a decision or solve a problem by using logic to identify key facts,explore alternatives,and propose quality solutions
  • Apply mathematical and statistical principles to support sound conclusions

Supplemental Information Here is some information of which you should be aware:

  • Travel Required - Incumbent will occasionally need to travel within Utah to other UDOT Regions and research project sites for meetings,and for out-of-state peer exchanges. Risks which require the use of special safety precautions apply while in the field.
  • Working Conditions - Risks found in the typical office setting,which is adequately lighted,heated and ventilated,e.g.,safe use of office equipment,avoiding trips and falls,observing fire regulations,etc.
  • Physical Requirements - Typically,the employee may sit comfortably to perform the work; however,there may be some walking,standing,bending,carrying light items,driving an automobile,etc. Special physical demands are not required to perform the work.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
