General Atomics and Affiliated Companies Discretionary Planning Analyst in San Diego, California

This is a dynamic, high visibility position in the Business Administration department of EMS to:

  • complete year-end budget and quarterly re-forecasting of the $94M Discretionary budget for Bids & Proposals, IRAD and Marketing programs

  • track, analyze and report on discretionary projects of varying contract type, size, and complexity

  • present monthly performance and status of Discretionary programs to senior leadership

  • work in a team environment with technical, financial, and management staff to track new programs in the EMS Discretionary pipeline

  • interact with management and Program Managers to establish and maintain cost baselines and perform EAC’s

  • assist in the development of Work Breakdown Structures (WBS) and related dictionaries

  • perform related variance analysis, and work with program and project managers to ensure uniform application of procedures

DUTIES AND RESPONSIBILITIES:

  • Prepare annual budgets and quarterly forecasts for EMS discretionary programs - monitor, analyze and report to those benchmarks.

  • Track subcontractor status and material receipts and open commitments.

  • Monitor and assure budget availability, proper approval authorization and charge accounts.

  • Give visibility to anticipated year-end spend (EAC) to evaluate programs’ pace in meeting or exceeding budget benchmarks

  • Track the status of procurements for the purposes of cost reporting.

  • Variance analysis including supporting Program Review presentations

  • Assist program managers with cost reduction efforts including early identification of forecast shortfalls and the timely execution of countermeasures developed during the EAC and variance analysis process.

  • Interface with operating and support groups to collect data for preparation of reports.

  • Provide task leaders and program managers with clear, timely and accurate information and make recommendations with which to make decisions.

  • Act as Program Management's business partner and aid them in achieving programmatic and financial targets and goals.

  • Assist in the development of reporting procedures to evaluate project status and valuation of work in progress.

  • May contribute to the preparation of cost/schedule, variance and earned value reports/analysis.

  • Utilize experience with databases for dashboarding and metrics reporting.

  • Develop standard and ad hoc reports

  • Identify issues, exceptions, and variances and investigate to determine causes

  • Develop solutions to moderately complex issues

  • Act as liaison between EMS and Corporate Finance to facilitate the timely processing of memberships, sponsorships and consulting agreements.

  • Approve company-wide requests for PC related hardware working with IT to insure proper utilization of inventory.

  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

  • Follow GA-EMS processes and procedures to support business and regulatory agency requirements.

Job Qualifications:

  • Typically requires education or formal training equivalent to the completion of a bachelor's degree in business administration or a related discipline, along with three or more years of related experience. May substitute equivalent experience in lieu of education.

  • Prefer strong background in finance or accounting.

  • Possess good organizational skills.An effective communicator with the ability to write, interpret and explain programmatic issues and variance analyses.

  • Must have the ability to work closely with multifunctional and cross business teams including partnering with the Program Office.

  • Knowledgeable and experienced with the following electronic software: spreadsheet (Excel), word processing (Word), e-mail (Outlook), slide presentations (Power Point) and Teams

  • Utilize MS Office Suite and other applications that may include SAP, COBRA and SharePoint.

  • Must be proficient in Excel utilizing high-level functions: (V-look ups, Pivot tables, etc.) – experience with MS Power BI & Power Query are highly desirable.

  • Experience with data mining and manipulating large data sets to produce easily digestible reports for high level management to make sound business decisions.

  • Able to work extended hours and travel as may be required.

  • Experience with DoD (DCAA/DCMA) compliance helpful.
