Northrop Grumman Aeronautics Systems has an opening for a Principal Technical Services Project Management or Senior Principal Technical Services Project Management to join our team of qualified, diverse individuals. This position will be located in San Diego, CA, Palmdale, CA, or Hybrid.

The Technical Services Project Manager (TSPM) is responsible and accountable for the execution of material procurement, delivery schedule, and project budget across Digital Manufacturing Technology (ManTech) thrust for multiple sites. This is a unique position that requires strategic thinking as well as tactical execution allowing an individual to make immediate tangible impacts. A successful TSPM can work with minimal supervision to solve complex problems to ensure both short term and long-term success of their respective program. This role involves interfacing with internal and external customers, program offices, multiple business functions, engineering disciplines, and executive management. In addition, the role will require the ability to handle multiple projects concurrently in a dynamic/fast-paced work environment. Budgeting and Project Management skills will be utilized to properly scope and execute assigned work and manage project efforts.

Responsibilities include:

  • Ownership of procurement execution for all assigned projects

  • On Time Delivery oriented and able to manage supply chain delivery schedules

  • Consistently work on supply and demand to proactively identify gaps to eliminate them

  • Financial responsibilities including EAC’s, material budget forecasting, and accruals

  • Ability to confidently present in Program Management Reviews, leadership briefings, and customer briefings

  • Ability to creatively solve complex supply chain problems with data driven strategies

  • Sourcing and onboarding new suppliers

  • Maintaining critical supplier relationships

  • Demonstrated aptitude in identified Risks and Opportunities to the program

  • Ability to resolve short term problems while maintaining long term success of the program

  • Demonstrated ability to work in a fast-paced environment

  • Implement solutions to overcome current & future material shortages

  • Coordinate and optimize delivery schedules with critical Suppliers

  • Challenge business impediments to excellence and continuous improvement

  • Demonstrated ability to lead others through dynamic and fluid environments

Basic Qualifications Principal Technical Services Project Management (Level 3):

  • Bachelor of science degree with 4 or more years’ experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production; OR Master of science degree with 3 or more years’ experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production; OR PHD with 0 or more years’ experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production.

  • Project / Supply Chain Management skills including proposal creation, scheduling, budget tracking on defense programs.

  • Must be able to obtain and maintain a DoD Secret clearance.

  • SAP and ERP system experience.

  • Experienced user with Microsoft Office Suite including Word, Project, Excel and PowerPoint.

  • Demonstrate strong written and verbal communication and presentation skills.

  • Strong Budget Management skills.

  • Experience working with engineers and technical products.

  • Ability to travel up to 25%.

Basic Qualifications Senior Principal Technical Services Project Management (Level 4):

  • Bachelor of science degree with 8 or more years’ experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production; OR Master of science degree with 6 or more years’ experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production; OR PHD with 4 or more years’ experience in aviation, supply chain, systems engineering, aerospace, or manufacturing/production.

  • Project / Supply Chain Management skills including proposal creation, scheduling, budget tracking on defense programs.

  • Must be able to obtain and maintain a DoD Secret clearance; US citizenship is required.

  • SAP and ERP system experience.

  • Experienced user with Microsoft Office Suite including Word, Project, Excel and PowerPoint.

  • Demonstrate strong written and verbal communication and presentation skills.

  • Strong Budget Management skills.

  • Experience working with engineers and technical products.

  • Ability to travel up to 25%.

Preferred Qualifications

  • Active DoD Secret Level Clearance

  • Current Special Program Access.

  • Supplier Agreement creation and execution experience.

  • Understanding of Defense Hardware import/ export compliance.

  • Experience in Earned Value Management and Cost Account Management.

  • Experience in subcontract management.

  • Understanding of Government Procurement processes and regulations including FAR.

  • Ability to interpret engineering drawings and blueprints.

  • Experience leading and support prime proposal efforts.

  • Expert excel ability including pivot tables, macros, and VBA.

  • Experience with Digital Transformation, Secure Communications Systems, Augmented Reality/Virtual Reality, Systems Integration, IIoT, and/or production manufacturing operations.

  • Digital Manufacturing experience.

Salary Range: $107,300 - $160,900

Salary Range 2: $133,000 - $199,600

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
