Summary The Program Analyst (Data and Quality Improvement Coordinator), is located within the Dermatology Service at the San Francisco VA Health Care System. The purpose of the position is to work with the Office of Connected Care (OCC) Teledermatology Lead to coordinate and serve as a principal data analyst of a large quality improvement (QI) program. Responsibilities The Program Analyst will serve as implementation evaluation and quality improvement coordinator and analyst and is an individual with knowledge of the principles of implementation science and quality improvement (IS/QI). The individual will assist in managing and running quality improvement and implementation science evaluation activities mandated of telehealth operations required by VA, and may assist with other QI and investigative projects as directed by the clinical teledermatology lead, including: Major Duties and Responsibilities Accessing and utilizing large databases such as VSSC, PowerBi, CDW, and extracting data from these guided by knowledge of IS/QI goals to understand telehealth utilization across VA. Accessing and utilizing clinical electronic health records such as VistA, VistA/CPRS/VistAImaging and Virtual Care Manager in order to seek and validate data, and to identify QI issues at the facility and patient level. Apply statistical methods to analyze data and organize data to see telehealth utilization patterns and trends across VA. Accessing and utilizing platforms such as Redcap, Qualtrics, and VINCI to design surveys and datasets and to organize and process sensitive data in order to design surveys and analyze survey data. Assist in collection of qualitative data by helping to create and encode structured surveys and interview scripts, and by assisting with transcription of interviews. Organize and analyze qualitative data using statistical methods and Atlas in order to discern thematic patterns in data. Organize team meetings, communicate with team members and collaborating program offices under the direction of the Teledermatology Lead. Communicate with other stakeholders, including patients. Assist in marketing activities and market data analysis of mobile telehealth products by coordinating with relevant program offices/operational partners in order to analyze and optimize implementation of teledermatology innovations. Help prepare multimedia presentations based on IS/QI data under direction of the Teledermatology Lead to share progress and leads with VA stakeholders and operational partners. Assist in preparation of reports, memoranda, applications, and manuscripts for publication, and assist in responding to requests and inquiries from other entities such as VA program offices, academic affiliates, and other stakeholders. Assist to ensure that documentation and storage of study files meets legal and VA IT requirements. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: practical knowledge of implementation science and quality improvement principles, practice, procedures and techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. In-depth knowledge of the structure and function of at least one large database, such as VSSC, PowerBi, and corporate data warehouse (CDW), but not limited to these examples. Knowledge of IS/QI frameworks, theories, and models in order to understand the basis for VA implementation strategies, and to knowledgably organize implementation data according to common theory and models. Knowledge of Federal and VA regulations appropriate to quality improvement (QI) work, including awareness of the differences between QI and research to ensure that data collection and sharing activities comply with VA regulations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: The work will involve on-site work, as well as remote communications with other team members and collaborators during IS/QI meetings. The work involves physical activities typically found in an office-based work environment, i.e., some standing, walking, bending, lifting of light items, and driving an automobile. The work requires adequate hearing, vision, and locomotor capabilities. No special physical demands are required to perform the work. The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as VA healthcare facilities, offices, meeting and training rooms, or libraries. The work area is adequately lighted, heated and ventilated. Work will be conducted in a safe manner adhering to Medical Center safety policies.
