The Program manager will oversee and coordinate the day-to-day workflow of the Family & Children’s Services Resource Family Approval Program and Family Finding Program.  With a goal of meeting Program requirements set forth by State and City laws and requirements, the Program Manager works as a conduit of information between the Program Director, Supervisors, and staff. In addition to managing the day-to-day workflow, this manager position will regularly report updates to the Program Director. This position will require on-call rotations with other managers after-hours and on weekends.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list; this position may include additional duties as assigned.

  • Manage the day-to-day workflow of an FCS Program by providing oversight to supervisors.                                   

  • Act as a point-person for supervisors, analysts or other staff to go to when they have questions or when higher-level decisions need to be made; provide tools and resources for staff to successfully perform tasks and duties.

  • Manage, oversee and/or implement planning activities at an FCS Program at a level which will frame contract development and contract management.

  • Oversee and manage all personnel issues by counseling, coaching, mentoring, disciplining staff to ensure employees' performance levels are acceptable and employees are held accountable.

  • Provide regular update reports to the Program Director in order to communicate information between Program Director and staff. The position requires communication via regular meetings with staff to share important information to facilitate effective operation of the Program.

  • Manage and oversee the implementation of policy and procedures. Verify and ensure staff are following appropriate policy and procedures.

  • Attend community, City, State, Federal meetings as needed to share and/or gather information for Program; some meetings may be held out-of-state, over weekend hours, and/or after traditional workhours.

  • Respond to, manage, and resolve internal or external complaints. Internal complaints may include work-related issues between staff and supervisors. External complaints may include complaints from youth, families, or caregivers pertaining to the process, bias, and service provided by staff.

  • Develop and disseminate new programs and measures for outcomes and accountability.

  • Develop data reports about compliance and outcome, analyze and discuss these reports, have the ability to report out.

  • Regularly review and analyze existing data reports on compliance and outcomes.

  • Lead discussions of data with staff and supervisors.

  • Develop measures of performance as needed to promote good practice and outcomes.

  • Design and implement guidelines to improve services for children and families, ensuring high-quality service delivery. Provide oversight and accountability for contracted services as needed.

  • Coordinate across HSA and with partner organizations to meet agency goals.

  • Work with HR, personnel, and other departments to coordinate hiring, progressive discipline, and other personnel issues.

  • Become the subject matter expert of RFA appeal hearings, Registered Sex Offender Investigation, subcommittee meetings, legal consults, SB354 

MINIMUM QUALIFICATIONS

  1. Education: Possession of a Master’s Degree in Social Work from a school accredited by the Council on Social Work Education (CSWE); OR Master’s Degree from a two-year (2) counseling program from an accredited college or university. (Qualifying Master’s Degrees in counseling include Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling and Counseling Psychology that included a supervised field placement as part of the course curriculum).

AND

  1. Experience: Three (3) years of verifiable professional experience providing direct services to clients in the field of child welfare or child welfare-related services.

SPECIAL REQUIREMENTS:

  • Incumbents are required to work after standard work hours in the After Hours Program on a rotational basis, which includes nights and weekends.

  • A current copy of the driver’s license and a current Motor Vehicle Record (MVR) must be submitted prior to appointment. Applicants must possess a good driving record, defined as not having the driving privilege suspended, revoked or being placed on probation for cause involving the safe operation of a motor vehicle within the preceding three (3) years. Violations will be reviewed on an individual basis and may be cause for non-selection or disciplinary action if employed.

  • Must obtain high level of clearance through California Department of Justice – Head Custodian of Records.

DESIRABLE QUALIFICATIONS:

  • Two (2) years of supervising professionals that provide direct services to clients in the field of child welfare or child welfare-related services.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Technical Knowledge of the Principles and Practices of Family and Children's Services; Knowledge of Programs and Program Management Related to Family and Children's Services; Collaboration with Other Departments and Agencies, Problem-Solving Abilities, and Interpersonal Skills.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months, and may be extended with the approval of the Human Resources Director.
