ICF’s Disaster Management team in Puerto Rico is growing! ICF seeks a Cost Estimator to support Disaster Recovery efforts in Puerto Rico. This position is hybrid (home, office, and on site) full-time position located in Puerto Rico. Respondents must have dependable transportation to travel.
Job Summary: The Cost Estimator for FEMA Public Assistance will be responsible for developing accurate and comprehensive cost estimates for disaster recovery projects. The primary role of the Cost Estimator is to develop the scope of work and cost estimates based on documentation collected by the project team with input, when necessary, from the technical team. This position will also review cost estimates developed by Subrecipients.
Salary Band Range for this opportunity : While the range below is broader, this position will offer a base salary in the low 70’s. No additional compensation for higher degree or experience.
Key Responsibilities:
• Develop detailed cost estimates [repair and/or reconstruction of disaster-related damage] for FEMA Public Assistance projects, including labor, materials, equipment, and other related costs.
• Collaborate with project managers, and other stakeholders to gather necessary information and ensure accuracy of estimates.
• Review and analyze project plans, specifications, and other documentation to understand the scope of work and identify potential cost impacts.
• Prepare and present cost estimate reports to grants teams and client.
• Assist in the development and conduct cost analysis training for subrecipients and/or client.
• Ensure compliance with FEMA guidelines and regulations in all cost estimating activities.

MUST HAVE Qualifications:
• Bachelor’s degree in Engineering, Construction Management, or a related field. 5 years of experience in these areas can be substituted for degree.
• 18 months+ of experience working with COR3 in Puerto Rico on the FEMA Public Assistance project.
• 1+ years of experience in cost estimating in disaster recovery, public assistance projects in Puerto Rico.
• 1+ years of experience utilizing the Stafford Act, regulations and policies associated with the FEMA Public Assistance Program.
• 1+ years of experience in cost estimating software and tools. (RS Means Application).
• Able and willing to travel for program needs as directed.
• Ability to speak, read and write in both Spanish and English.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$48,289.00 - $82,092.00
