Commander, Navy Installations MANAGEMENT ANALYST in Santa Rita, Guam

Summary You will serve as a MANAGEMENT ANALYST in the COMMANDER JOINT REGION MARIANAS of COMMANDER NAVY REGION MARIANAS. Responsibilities You will administer and direct centralized services in administrative management, financial and budget management, supply and contracts management. You will provide line managers with objectively based information for making decisions on the administrative, budgetary, manpower and programmatic aspects of operations and management. You will plan, develop, organize, administer, coordinate, evaluate, monitor, maintain, and ensure the effective and efficient management of the Port Operations program throughout the Area of Responsibility (AOR). You will serve as an Analyst and coordinates manpower and conducts studies/surveys to evaluate the effectiveness of present methods and procedures. You will assist in preparation of long-range (5 year) budget and short-range planning to develop resource (staffing and funding) requirements. You will provide administrative regulations, instructions, policies and operating procedures. You will assist in maintaining accountability of funds to ensure obligations and financial records are properly recorded and funds are not exceeded. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1. Develop, determine and interpret budgetary policies and practices program requirements to meet mission and long-range goals.2. Analyze and recommend cost and benefits of alternative methods of financial management of programs operation. 3. Implement legal and regulatory controls over approved budgets.4. Provide technical and administrative oversight, advice and instruction and support for human resource management.
