Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. Contract Administration involving Study contracts, plans, specifications, special directives, and other criteria and changes thereto pertaining to construction; interprets, and instructions, and renders decisions thereon to field personnel. Review technical data and reports for input in Resident Management System (RMS) and prepares pay estimates for Contracting Officer's Representative (COR) approval. Manages the quality assurance program. Responsible for inspecting work to ensure contractors are adhering to The Army Corps of Engineers (USACE) Safety Regulations. Specialized Experience: One year of specialized experience which includes assisting engineers in contract administration by reviewing for accuracy and/or consistency of contracts, drawings, and specifications and advise on modifications needed; create reports to assist engineers in contract maintenance; utilizing automated software programs to provide technical support to engineers; coordinate with engineers to maintain construction schedule; provide welding training as necessary. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
