The Prevailing Wage and Apprenticeship Manager will oversee compliance with prevailing wage and apprenticeship requirements for onshore wind projects, aligning with the Inflation Reduction Act. This individual will manage wage compliance, work closely with labor contractors, and ensure adherence to apprenticeship standards.

Essential Responsibilities:

  • Prevailing Wage Compliance:

  • Determine correct prevailing wages for each project role based on federal regulations.

  • Monitor and enforce compliance among labor contractors to ensure accurate wage payments.

  • Conduct audits of payroll data provided to PWA Agent to verify adherence to prevailing wage requirements.

  • Apprenticeship Program Oversight:

  • Ensure all projects meet apprenticeship participation/minimum hour thresholds as outlined in IRA requirements.

  • Track and monitor contractor and subcontractor compliance with apprenticeship labor ratios.

  • Collaborate with contractors and apprenticeship programs to address gaps or discrepancies.

  • Data Management and Reporting:

  • Collect, analyze, and manage data to prove compliance with prevailing wage and apprenticeship requirements.

  • Prepare and submit compliance reports to stakeholders.

  • Maintain comprehensive records to support audits and inspections.

  • Stakeholder Collaboration:

  • Work with project managers, contractors, and legal teams to ensure clear understanding of compliance requirements.

  • Serve as a liaison between GE Vernova, PWA Agents, and labor providers.

  • Provide training and resources to contractors on wage and apprenticeship compliance best practices.

Required Qualifications:

  • Bachelor’s degree in Business, Human Resources, Project Management, or a related field.

  • Minimum of 5 years of experience in labor compliance, prevailing wage administration, or apprenticeship program management.

Desired Characteristics:

  • Strong understanding of the Davis-Bacon Act, Inflation Reduction Act requirements, and other relevant labor laws.

  • Proven ability to analyze complex regulations and translate them into actionable compliance strategies.

  • Excellent organizational, communication, and interpersonal skills.

  • Proficiency in data management tools and reporting software.

  • Experience in the renewable energy or construction industry.

  • Familiarity with labor union practices and apprenticeship standards.

  • Certified Payroll Professional (CPP) or similar certification.

The base pay range for this position is $114,100 - $190,200 USD Annual. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set. This position is also eligible for variable incentive compensation of 15%. This posting is expected to close no earlier than January 29, 2025.

*The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas.
