For more information please see: ACQDEMO This position is part of the Air Force Elements, U.S. Transportation Command. The incumbent serves as the Strategy & Policy Branch Chief within the USTRANSCOM Command, Control, Communications and Cyber Systems Directorate. Responsibilities This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 . As a SUPERVISORY IT SPECIALIST (PLCYPLN) at the NH-2210-4 some of your typical work assignments may include: Leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities. Develops IT/cybersecurity/data acquisition strategies, policies, and plans and/or advocates for changes in policy that support organizational initiatives or required changes/enhancements. Provides guidance to customers about applicability of information systems to meet business needs. Analyzes and recommends trade-offs of performance and capabilities of software applications against user requirements with implementation teams, customers and program managers (PMs). Provides the leadership, direction, and resources to acquire, develop, and defend superior information systems, and services for the Command's IT, cybersecurity, and data Programs of Record (PoR) that deliver timely and affordable capabilities to the warfighter. Requirements Conditions of Employment Qualifications You may qualify at the NH-04 level if you meet the following qualifications: One year of specialized experience equivalent to the Federal service NH-03 (GS-13) grade level including experience gained in the private/military sector giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. Experience must be reflected in your resume. Specialized experience required for this position is: Providing technical expertise in the acquisition of IT Hardware and/or software, coordinating configuration management activities, schedules, and timelines. Writing manual and automated test scripts/code and overseeing vendors that perform this function. Collecting and analyzing manual and automated test data and translating test results into evaluative conclusions. Knowledge of the Software Development Lifecycle, Agile, and Development, Security, and Operations (DevSecOps) principles is highly desired. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information THIS IS AN OBLIGATED POSITION THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service with the Department of Defense. The obligation incurred by this agreement will remain in effect unless and until waived. Signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or conditions of employment This position requires Acquisition Professional Development Program (APDP) Level III certification in Test & Evaluation. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position. This position also has a requirement for continuous learning of 80 Continuous Learning Points every 24 months. COVID19 - All Federal Employees must be fully vaccinated by November 22, 2021.
