Reference #: 4678291 THE POSITION The Department of Labor and Industry is on the lookout for a Clerical Assistant 3 to join their team. This role involves a variety of tasks centered around billing, collections, and providing customer service for the State Workers' Insurance Fund (SWIF). The successful candidate will be responsible for generating invoices, ensuring the accuracy of statements, and addressing any questions, discrepancies, or disputes that may arise. Additionally, the position entails actively pursuing payment for smaller overdue accounts, determining the best collection strategies, setting up payment plans, and adjusting the terms of agreements as necessary. The Clerical Assistant 3 will also recommend cases for referral to the Office of Attorney General (OAG) for potential legal action and will work closely with both the OAG and SWIF audit teams to discuss account specifics and necessary actions. Furthermore, maintaining thorough documentation and data related to accounts and policyholders will be a crucial aspect of this role. DESCRIPTION OF WORK

In this role, you will be responsible for managing billing services associated with premiums for workers' compensation coverage under the State Workers' Insurance Fund (SWIF). This includes reviewing invoices to ensure the accuracy of billing statements and payments. You will engage with policyholders and brokers to clarify calculations, address inquiries, resolve discrepancies, and provide guidance on payment procedures. Additionally, you will monitor payments, follow up on declined credit card transactions or bounced checks, and maintain comprehensive logs and files that document communications, payments, and account modifications.

Your responsibilities will also involve pursuing overdue payments from both current and former policyholders or brokers, particularly focusing on smaller accounts that are in the second stage of collections. You will analyze logs and reports to identify and prioritize accounts that require follow-up communication and other necessary actions. This includes reaching out to brokers and policyholders about outstanding balances, issuing no-loss letters, and sending reminders while providing clear information about relevant procedures and policies. Utilizing your communication and customer service skills, you will aim to secure timely payments while fostering a positive relationship with clients, ensuring that communication logs and tracking files are consistently updated.

Furthermore, you will conduct searches in public records and databases to gather updated information on businesses and individuals with outstanding debts to SWIF, particularly those attempting to evade payment. Your judgment will be crucial in determining the most effective collection strategies. You will review account histories, engage in discussions with policyholders or brokers regarding their circumstances, and assess their eligibility for revised payment terms, which may include up to three installments. You will also decide on offering deadline extensions or payment plans and seek guidance from your supervisor when alternative payment terms are necessary. Finally, you will evaluate whether to escalate an account to the Office of Attorney General (OAG) based on the account's history, interactions with the policyholder, and adherence to BSC guidelines and precedents, ensuring a thorough review of the policy history and confirming the absence of active accounts.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to elework, you will have the option to report to the headquarters office in Scranton.

QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Clerical Assistant 2 (commonwealth title); or One year of moderately complex clerical experience; or An equivalent combination of experience and training.
