Department of Medicine: Hematology and Oncology has an outstanding opportunity for HR Manager.

The Human Resources Manager for the Division of Hematology and Oncology (Hem Onc) purpose is to fulfill HR leadership & strategic role of staff Human Resources program in the division. The Division of Hematology and Oncology is a large, complex Division in the Department of Medicine with 400 faculty, 30 fellows and over 250 professional, classified, and hourly employees spread across 11 campuses: UW, FHCC, FHCC Community (Northwest and Evergreen), Harborview Medical Center, UW South Lake Union, Bloodworks Northwest, and Washington Institute of Coagulation. This position works in collaboration with human resources team to provide support within the Division of Hematology and Oncology. This position independently performs a variety of complex and confidential human resources functions. Provide expertise, consulting, and training regarding classifications, compensation, and recruitments. Administer regulatory compliance interpreting and clarifying rules, laws, policies, and procedures. Develop policies, continuous process improvements, and best practice human resource solutions. Serve as a liaison with campus partners including UW Human Resources, Compensation, and the Integrated Service Center.

Reporting to the HR Administrator and Associate Administrator of HR this position leads hiring, recruiting, and new employee onboarding efforts, and provides guidance, coaching, and support for all division managers and staff members within the division of Hematology and Oncology. This position ensures that all employee relations, training and coaching, employment processes, recruiting, and special projects follow established procedures and remain in compliance with division and UW policies as well as local, state, and federal law. The role includes ongoing staff education related to HR policies. An HR leader who exhibits strong business acumen, coaching skills, excellent communication skills, strategic thinking, and planning/project management is key for this position.

The Division of Hematology and Oncology is primarily located on the Fred Hutchinson Cancer Center campus, but also has faculty located at 11 sites in the Puget Sound region, including University of Washington (UW) Medical Center, Harborview Medical Center, The Fred Hutch, FHCC at Evergreen Health, FHCC at Northwest Hospital, FHCC at Issaquah, FHCC at the Peninsula, the VA Puget Sound Health Care System, South Lake Union, Bloodworks NW, and Washington Institute of Coagulation (WIC). This position interacts closely with multiple process partners, including FHCC, UW, Bloodworks, and WIC clinical and administrative departments.

The Division has as its primary mission: to improve classical hematology and cancer care by moving discoveries made in the laboratory to a clinical setting and finding new and innovative ways to use existing therapies. Our vision is to be national leaders in hematologic and oncology translational medicine.

The Division of Hematology and Oncology has an annual operating budget of $22 million, is made up of 11 oncology disease programs, multiple labs, and has 400 faculty, 30 fellows, and over 250 research and administrative staff spread over 7 campuses. These faculty and staff conduct basic, translational, and clinical research. Clinical research is the primary research modality for the majority of Division faculty. At any given time, the Division has over 150 open studies with over 2,300 enrollees, which generates critical research funding and discovery mechanisms as well as bringing much-needed investigational treatments to hematologic and oncology patients with few or no other options.

RESPONSIBILITIES: Recruitment (25%)

• Advise and strategize with hiring managers regarding staffing options available to for recruitment strategies and best practices. • Oversee the mechanics of staffing recruitments (i.e. temporary and regular professional and classified, grad student and student assistants) • Implement diversity, equity and inclusion (DEI) strategies in divisional staff recruitment. • Provide expertise on standard hiring processes (i.e. interviews, candidate reviews, reference checks, and compliance with best practices at UW) • Actively participate in Division and Departmental process improvement efforts and serve as an expert on HR processes, providing shared services to the Department of Medicine • Develop, implement and maintain division policies and procedures in relation to recruitment, position review and salary review processes, onboarding, staff orientation and off-boarding.

Coaching and Professional Development (25%)

• Direct and manage staff performance evaluation process with division HR Administrator; Ensure performance reviews comply with UW HR and Departmental processes. • Oversee appropriate distribution to supervisors in the Division • Guide managers on best practices in conducting performance evaluations including creation and oversight of 360-evaluation program. • Facilitate and provide resources for employee development options • Devise and implement initiatives to help foster a sense of community and connection with divisional staff (i.e. DEI Committees, division gatherings and functions, etc.) • Provide expert advice, consultation and training related to staff personnel matters. • Provide advice, counsel, and training to on prevailing UW staff policies for hiring, compensation changes, leave policies and other HR-related matters. • Work with managers on designing candidate evaluation rubrics and interviews, selecting hiring committee members, providing training and procedures to reduce unconscious bias, and making final negotiations.

Employee Relations/Corrective Action (25%)

• Advise and council managers on best practices on employee relations. • Work with supervisors and staff on resolving employee relations issues. • In partnership with managers, create corrective action plans and progressive disciplinary actions when appropriate. • Oversee and process layoffs, FTE reductions and modifications for the Division for Campus HR review. • Work closely with Division HR Administrator and lead the corrective action issues by conducting fact-finding investigations, create and present performance improvement plans (PIP). Provide support to managers with employee matters regarding highly charged situations and guide them through the resolution processes. Provide mediation support and resources for employee disputes. • Advise managers and supervisors regarding the interpretation and application of UW various labor agreements.

Strategic Planning, Leadership & Special Projects (15%)

• Implement projects and activities for Division of Hematology and Oncology that fosters team building, performance management, employee recognition and retention. Engage with employee morale. • Develop and maintain new programming and resources related to supervisor forums, and social opportunities for staff focused on networking, retention, and skills building. • Research, strategize and recommend professional development and career growth opportunities for existing staff, and maintain working knowledge of staff career goals. • Participate regularly in professional activities to keep abreast of changes and new developments in Human Resources College and University Professional Associations (CUPA- HR) and Society for Human Resource Management (SHRM). • Hire, mentor and train HR assistants on administrative HR tasks to include creating positions and requisitions, drafting offer letters, onboarding new hires, creating and maintaining employee files, collaborating with hiring managers. • Monitor team workload and assist as necessary to accommodate Division hiring demands. • Oversight of Division wide internal organizational charts for UW Oncology and Hematology faculty staff

Compensation & Position Review Process (10%)

• Provide guidance and knowledge to supervisors on setting compensation for new hires and compensation requests. • Analyze and review salary comparisons ensuring internal equity within the division. • Recommend appropriate job code/payroll titles and salary grade level that fit the scope of work and qualifications to align with UW standards and division best practices. • Collaborate with staff reclassification process (i.e. reviewing all paperwork; provide edits and guidance of any changes and submission of all documents to DOM HR) • Perform Other duties as assigned

MINIMUM REQUIREMENTS:

Bachelor’s degree in human resources, Business, organizational development or related discipline; and 2-3 years of human resources experience

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS:

• Experience with varied employment classifications and management of recruitments. • Efficient computer skills using Microsoft Office products, database, and other online platforms. • Proficient written and verbal communication skills. • Ability to work with multiple priorities and deadlines. • Evening and weekend work may be required for time sensitive recruitments and other priorities.

DESIRED:

• Working knowledge of Workday HR/Payroll systems and security roles. • Experience with human resources, recruitments, and contracts. • Ability to analyze, interpret, and apply complex rules and regulations. • Experience with consulting and administrative problem solving to find innovative solutions and achieve goals. • Demonstrated ability to exercise discretion and maintain confidentiality. • Knowledge of federal, state, and local employment policies and procedures.

WORKING CONDITIONS:

This position is located at Fred Hutchinson Cancer Center, in the administrative offices of the Division of Hematology and Oncology. This position requires coordination across multiple sites, which increases the complexity of communication with staff, managers and Division leadership. Office environment, sitting and computer use for long periods of each day
