*About the Position: *Serves as Program Analyst in the Management Support Section with responsibility and authority for the formulation, justification, and execution of the Seattle District's participation in Civil Works programs: Operation and Maintenance General (O&M), Bonneville Power Administration (BPA), General Regulatory, Flood Control and Coastal Emergencies (FCCE), and National Emergency Preparedness Programs (NEPP).

Duties

  • Develops plans, procedures and instructions for formulating and justifying the Seattle District's Operations and Maintenance General, General Regulatory, FCCE, and NEPP programs.
  • Negotiates desired changes in programming data (i.e. modifications, deletions, and additions) with appropriate staff before submitting to Office Chief.
  • Prepares draft and final justification documents that go to the office of Management and Budget (OMB) and Congress.
  • Compiles current year programs and schedules of obligations and expenditures for submission to higher headquarters.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain Financial Management Level 2 certification within 2 years of being appointed.
  • This position requires the incumbent to file a Confidential Financial Disclosure, OGE-450 upon entry and annually thereafter.
