The Center for Social Sector Analytics and Technology, (CSSAT) founded in 2019, provides the social service community with the tools and knowledge needed to address pressing information and systems challenges. Its approach integrates systems thinking, state-of-the art quantitative analysis, and an understanding of human and institutional behavior into its methodologies. CSSAT is a collaboration between the School of Social Work and Washington State’s Department of Children Youth and Families (DCYF).

CSSAT and the School of Social Work have an outstanding opportunity for a Technology Project Manager.

The Technology Project Manager is responsible for communicating strategic direction and determining product feature priorities that provide high value to our partners and users.

DUTIES AND RESPONSIBILITIES

  • Design, prioritize, develop, and communicate the product roadmap, capabilities, and user stories in collaboration with Engineering and all existing and potential stakeholders using the programmatic toolsets: Microsoft Teams, Slack, Zendesk, and GitHub (or other tools as needed).

  • Respond to and prioritize user and product defects and change requests in the product backlog.

  • Evaluate and recommend key technologies and software services to implement user stories.

  • Maintain regular Customer, Member, and Team communications and liaison with the CSSAT Design Team and Data Team.

  • Participate in all phases of software development work including understanding stakeholder specifications, requirement gathering, crafting of user stories, design planning, tracking and sharing development progress, mapping business processes, rules, events, and forms, and documenting technical architecture decisions and data deliverables.

  • Follow team processes: Agile Project Management, User-Centered Design, DevOps, Continuous Integration/Deployment, and Test-Driven Deployment.

  • Manage development work and user feedback per contracts and agreements and report out progress to stakeholders.

  • Maintain positive user experiences and satisfaction, Engineering team velocity, and software solution quality at optimum performance.

  • User support: First line of support for software users. Develop and maintain strong relationships with all users, including DCYF OIAA, DCYF Social Workers, providers, and any other users. Oversee and provide user support via the help desk ticketing system.

  • User training: train new users on the software platform and train current users on any changes to the platform including new feature updates or releases.

  • Develop training videos via Articulate360 (or other tools as needed) to provide guidance to address common problems users encounter as well as for new features. MINIMUM REQUIREMENTS

  • Bachelor’s Degree in a Technology related field

  • At least four years of software project management experience. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration. ADDITIONAL REQUIREMENTS

  • Strong interpersonal and clear communication skills.

  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.

  • Ability to demonstrate empathy for vulnerable children, youth, and families involved in the child welfare system.

  • Ability to collaborate and communicate with social service providers, researchers, faculty, students, and end users.

  • Strong business process modeling and decomposition background.

  • Ability to write user stories, use cases, and functional requirements and specifications for software implementation.

  • Ability to identify and understand as-is/to-be business processes, business rules, and events/triggers.

  • Ability to evaluate process effectiveness through data analysis and suggest improvements to practice.

  • Attention to detail and ability to track projects over time. DESIRED QUALIFICATIONS

  • Experience with a state social service system or Child Welfare.

  • Training/Facilitation skills

  • Demonstrated ability to work with diverse user base.
