GENERAL DESCRIPTION:

The Addressing Coordinator plays a critical role in managing and overseeing address assignments and addressing-related tasks for Highlands County. This role ensures the accuracy and completeness of address data, assigns addresses, resolves addressing issues, and collaborates with developers to plan addressing and road name schema. The Coordinator updates GIS databases, performs quality control on GIS data, and coordinates closely with various county offices and administrative departments. This position involves highly responsible, specialized, technical, and professional intermediate-level work.

ESSENTIAL JOB FUNCTIONS:

DATA MANAGEMENT & QUALITY CONTROL: 

• Data editing and maintenance of addressing GIS data in versioned spatial geodatabases.

• Perform GIS data QC, including reviewing data for completeness and accuracy.

• Maintenance of addressing related feature services and layers.

• Lead the creation of web maps and applications using ArcGIS Online.

• Create new features in addressing related feature layers. 

• Update addressing related feature layers for new or revised site address points and roads features. 

• Update and maintain accurate addressing records in CAMA.

POLICY COMPLIANCE & LEADERSHIP: 

• Coordinate and oversee site addressing policies and processes, including readdressing, notification, and public contact.

• Ensure timely and accurate Addressing verification, address assignment for permitting, and comments for development projects.

• Ensure consistent adherence to Board policies and procedures within the GIS department.

• Provide effective leadership and supervision to addressing staff.

TECHNICAL SUPPORT & LIASION:

• Provide guidance and support to County GIS users, addressing technical issues.

• Serve as the primary liaison with addressing professionals/agencies, fostering collaboration.

ADAPTABILITY & TRAINING: 

• Respond proactively to changes in technology, regulations, or organizational needs.

• Facilitate training and professional development opportunities for addressing staff.

EMERGENCY RESPONSE & SAFETY:

• Oversee mapping support for the Emergency Operations Center (EOC) during emergency events.

• Maintain a professional and safe unit and work area, adhering to safety policies.

REQUIRED:

Communication & Interpersonal Skills:  Ability to communicate effectively both orally and in writing, maintaining professional working relationships and excelling in customer service interactions. Skilled in tailoring communication to diverse audiences, including technical and non-technical stakeholders. Professionalism to present confidently and clearly to the Board of County Commissioners.

Analytical & Problem-Solving Skills:  Strong attention to detail and accuracy in data management and analysis. Demonstrated ability to manage multiple tasks efficiently through excellent organizational and time management skills. Capable of identifying potential issues and addressing them proactively, ensuring successful and timely task completion. Ability to approach tasks with thoroughness and precision to maintain accuracy and efficiency in all aspects of work.

Teamwork and Collaboration Skills:  Ability to work independently with minimal supervision while being an effective team player. Skilled in collaborating with various stakeholders and departments to achieve organizational goals.

Additional Skills & Abilities:  Proficiency in interpreting County maps, ordinances, and related technical documentation. Strong understanding of GIS data and addressing principles. Committed to staying current with industry trends, best practices, and emerging technologies through continuous learning, professional conferences, and certifications.

PREFERRED:

Technological Knowledge:  Familiarity with ESRI enterprise GIS systems, including versioned geodatabases, topology, and metadata requirements. Experience with ArcGIS Online, Portal, and REST Services. Knowledge of programming languages such as Python, SQL, or Arcade, with experience in automating and optimizing GIS processes. Proficiency with large production scanners and plotters.

PHYSICAL SKILLS:

The individual in this position must be able to remain in a stationary position for 50% of the time.  Must be able to inspect and assess daily email and postal mail correspondence. Frequently operates various types of office equipment to include, but not limited to a computer and copy machine.  Occasionally ascends/descends stairs.  The individual in this position frequently communicates with the public, vendors and co-workers.  Must be able to exchange accurate information in these situations.  Rarely moves materials and office equipment weighing up to 25 lbs.  Constantly works in an indoor environment.  Rarely works in inclement outdoor weather conditions. Rarely operates motor vehicle for up to (4) hours continuously or intermittently.  Must be able to frequently position self to reach files and other office items located on high and low shelves or the floor.  MINIMUM QUALIFICATIONS: EDUCATION AND EXPERIENCE:Minimum of an Associate's degree required. Four (4) years of experience working within Addressing, GIS, or in a highly technical or responsible position is required. A Bachelor's degree in GIS, Geography, Computer Science, or related technical training; or comparable experience is preferred. Professional GISP Certification is also preferred.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:   Must possess and maintain a valid Florida Driver License.  OTHER JOB-RELATED REQUIREMENTS:

         Disaster Essential.
