Recreation Planner Resource Assistant

Position Details

Stewards Individual Placement Program (Stewards) provides individuals with service and career opportunities to strengthen communities and preserve our natural resources. Participants work with federal agencies, tribal governments, and nonprofits building institutional capacity, developing community relationships, and supporting ecosystem health.

Stewards in partnership with the Red Rock Ranger District of the Coconino National Forest will provide recreation planning for two projects, one for Off-Highway Vehicle (OHV) and another for dispersed recreation on the district. For project one, work will include coordinating with district staff, other district recreation personnel, the Greater Sedona Recreation Collaborative, and a Forest Service Enterprise Team to implement an Interagency Visitor Use Management Framework (IVUMF) for OHV use within the Greater Sedona Recreation footprint. Specifically, the incumbent will help define appropriate visitor activities, facilities, and services. They will also work with staff and partners to select indicators and establish thresholds to provide transparency to the public and establish the foundation for management accountability. Additionally, they will help develop and implement a monitoring protocol based on these indicators. When necessary, they will help to identify visitor capacity and/or additional strategies to manage use levels for OHV users within the prescribed area.

The second project will include working with field technicians, recreation staff, and resource specialist to start a IVUMF for dispersed recreation within the Beaverhead Flat Road corridor. Working on Element 1 of the IVUMF, they will: clarify the project purpose; review the area’s purpose and applicable legislation, agency policies and other management direction; assess and summarize existing information and current conditions; and finally develop a project action plan. This plan should help to define the visitor use management direction, identify management strategies, and develop implementation and monitoring strategies.

Position Responsibilities will include:

· Receives formal and on-the-job training in advanced recreation planning skills, including implementation of IVUMF.

· Coordinates district monitoring of OHV use within Greater Sedona Recreation Collaborative (GSRC, a collaboration between government entities, businesses, and private individuals) footprint.

o Attend bi-monthly meetings and separate working groups

o Resource Assistant to serve as primary liaison to GSRC to communicate data collection in support of developing monitoring plans

· Update District Leadership Team on progress of IVUMF for OHV and Dispersed Recreation within the Beaverhead Flat Road corridor.

· Develop and write a project action plan for dispersed recreation within the Beaverhead Flat Road corridor.

o Coordinate with Forest Service Enterprise Team (including Recreation Managers and Specialists) as group works to develop basis for Visitor Use Monitoring Plan

· Coordinate with District Staff to accomplish tasks.

· Coordinate data collection for monitoring data, including implementation of traffic scanners

· RA will utilize data collection and Forest Plans to develop specific projects for OHV and Dispersed Recreation programs

· Extra Project work related to Dispersed Camping Program outside Sedona Area

o Collaborate with retired USFS Personnel to identify options and challenges facing Dispersed Recreation planning

o Work with Recreation Program to identify potential Dispersed Recreation projects

o Work with Recreation Technicians in the field to develop guidance implementing Dispersed Recreation projects

Minimum Requirements:

· Must possess a Bachelor’s degree in Natural Resources, Recreation Management, Sociology, Landscape Architecture, or related field.

· Must be a competent writer.

· Must be 18 years or older.

· Must have a valid driver’s license and be insurable by Conservation Legacy (over 21 years old or driver’s license for at least three years).

· US Citizen

Preferred Qualifications:

· Possess a master’s degree or enrolled in a Recreation Management, Recreation Ecology, Sociology, Natural Resources, Landscape Architecture or a related field graduate program in pursuit of a master’s degree.

· Previous experience working in Off-Highway Vehicle (OHV) management.

· Experience utilizing statistical modeling.

· Previous experience using the Interagency Visitor Use Monitoring Framework

· Proficiency in using GIS software including ArcGIS.

*The USFS Resource Assistant Program (RAP) is a rigorous, immersive, paid internship providing developmental and training opportunities for individuals interested in learning more about Forest Service careers. After completing a minimum of 960 hours of satisfactory work and an associate degree, RA’s may acquire a two-year certificate of noncompetitive hiring eligibility. The certificate enables participants to apply to internal merit announcements for qualifying permanent General Schedule FS positions as well as a Direct Hire Authority for FS Career positions.
