Kenai Fjords National Park is accepting applications for one, permanent, full-time, Administrative Support Assistant (OA), GS-0303-07 position. More than one position may be filled via this bulletin.

POSITION Administrative Support Assistant (OA) GS-0303-07 $26.53 to $34.50 per hour, plus a 3.21% Cost of Living Allowance (COLA), which is subject to annual review and adjustment.

DUTY LOCATION Seward, AK

APPOINTMENT INFORMATION: Permanent, full-time. Employees can be converted to the competitive service after two years of satisfactory service in the same appointment, and upon meeting all regulatory requirements. DUTIES: You will work as an Administrative Support Assistant (OA), GS-0303-07 at Kenai Fjords National Park. Duties include but are not limited to the following: This position is located at Kenai Fjords National Park. The purpose of this position is to provide administrative, Human Resources, and budgetary support to Kenai Fjords National Park in Seward, Alaska. Developmental opportunities may increase in specific areas based upon interest and the Division's needs. Through training and increasing responsibility and complexity, specific duties will include the following: Provide Customer Service in a friendly and professional manner. Work independently and demonstrate initiative. Answer phones and greet office visitors. Prepare mail and receive packages and property. Order and stock supplies. Maintain central files. Prepare travel arrangements, authorizations, and review Concur. Explain travel policies, regulations, and procedures to park staff. Coordinate with division(s) on property management and documentation. Serve as one of the park's primary purchasers and requisitioner maintaining compliance with Internal Controls and other financial management policies and procedures. Work closely with budget analyst and staff in other divisions to document and compile information for special and recurring reporting requirements. Work closely with Human Resources liaison to coordinate division(s) Human Resources functions and requests to the servicing human resources office. The work is generally performed in an office setting. This position is not performed remotely, or on a full-time telework basis.

PHYSICAL DEMANDS: The work is mostly sedentary.

WORK CONDITIONS: The work is generally performed in an office setting.

WHO MAY APPLY: Any U.S. citizen who has acquired special knowledge or expertise regarding the natural or cultural resources of Kenai Fjords National Park, by reason of having either lived or worked in or near the park. To be eligible, applicants must have lived or worked in or near the area long enough to encounter and become familiar with a full range of typical conditions that affect the work to be accomplished. Applicants' resumes should reflect periods of time having lived or worked in or near the area of consideration. Areas considered near Kenai Fjords National Park are the communities of Seward and Moose Pass extending north the Milepost 45 of the Seward Highway, as well as to the tribal villages with documented ties. These tribal villages include the Native Village of Nanwalek and the Native Village of Port Graham on the southwestern tip of the Kenai Peninsula as well as Seldovia Village Tribe. Also included is the Community of Homer, extending north on the Sterling Highway to mile post 165 and East End Road's end.

Knowledge or expertise concerning the parks or preserve's natural and/or cultural resources and the management thereof is required. Local knowledge of the resources and the typical conditions that affect the work to be accomplished will be applied in the performance of the duties. Following are six competencies identified for this position. Applicants are not required to address these competencies in a separate document but are encouraged to include in their resumes information related to these competencies. 1. Broad understanding and detailed procedural knowledge of budgeting, purchasing, human resources, travel, and property management functions of the unit. 2. Knowledge of the mission and functions of the unit, along with an understanding of how the various administrative services relate to the unit's mission. 3. Knowledge of NPS office automation hardware and software systems to perform the duties of the position relating to budget and financial management, acquisition and property management, human resources, travel, and payroll. 4. Knowledge of budget programming and execution processes, and budget analysis to enable the incumbent to provide advice on the status of funding for the unit. 5. Skill in typing and using word processing and other software to produce correspondence, memoranda, reports, forms, etc. Must be a fully qualified typist. 6. Ability to communicate both orally and in writing for effective communication and to prepare clear, concise reports, correspondence, etc.

CONDITIONS OF EMPLOYMENT: U.S. Citizenship required. Appointment subject to background investigation with favorable adjudication before starting work. Selectee will be required to participate in the Direct Deposit Electronic Funds Transfer Program. Selectee will be subject to a two-year trial (probationary) period. Must be 18 years of age or older. Males must meet Selective Service Registration Act requirement. Verify registration at sss.gov. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Government housing is not available. You will be required to operate a government motor vehicle as part of your official duties; a valid driver's license is required. After selection, you may be required to submit a GSA Form 3607 and driving record at your own expense. You may be required to work on-call, evenings, weekends, holidays, overtime, and shift work. Must have the ability to type 40 words per minute (WPM).
