Summary About the Position: This is a PERMANENT Human Resources Specialist position with the U.S. Army Central, G1 Civilian Personnel at Shaw AFB, SC. ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK". Responsibilities Provide staffing/recruitment services and advises, identifies, and analyzes staffing issues and problems. Research information requested by management on recruitment, Priority Placement Program, and other issues. Provide command advice on use of various recruitment sources, such as Temporary, Term, VRA, and excepted and Career Appointments. Explain in detail the terms of each appointment i.e., length of time of Temp/Term, benefits, and Veterans Recruitment Appointment (VRA) appointments. Identify personnel requirements and ensure efficient and effective position structures such as during inter/intra-command consolidation or realignment of functions. Coordinate realignment actions, assures that Requests for Personnel Action (RPAs)/realignment template match command authorizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of specialized experience which includes experience in civilian Human Resources (HR) management advisory related to Recruitment and Placement, performance, management, compensation management, interpreting and apply civilian HR concepts, principles, laws, regulations and practices. Providing advice and guidance on a variety of HR functions and experience in current civilian HR database systems to query, retrieve, and analyze information in order to complete assignments. Experience applying written and oral communication techniques sufficient to develop and deliver briefings, project papers, staff reports, and correspondence to managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Staffing and Recruiting Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
