U.S. Army Central Program Manager (CHMR) in Shaw AFB, South Carolina

Summary About the Position: This is a permanent Program Manager (Civilian Harm Mitigation & Response) position located at Shaw AFB, SC. Responsibilities Serve as a Civilian Harm Mitigation and Response Officer for planning, organizing, and analyzing necessary policies, regulations, directives, doctrine, and procedures in support of the Civilian Harm Mitigation and Response Action Plan (CHMRAP). Provides guidance and expertise to facilitate compliance with the congressionally mandated Security Force and Security Assistance guidelines while following the Department of Defense Security Force guidance. The CHMRO formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of enterprise-wide training and operations. Incumbent participates in providing both technical and administrative direction in order to plan, schedule, set and adjust short and/or long-term priorities. Prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Specialized Experience: one year of experience which includes ) Integrating CHMR into programs and activities across the security cooperation enterprise; 2) Functioning as the multinational and non-governmental operations CHMR liaison to develop CHMR plans and procedures involving allies, partners, and coalition contingency operations; 3) Coordinating CHMR policy development, preparation of guidance, and evaluation of CHMR program effectiveness; and 4) Establishing internal systems, programs, and controls to promote inclusion of CHMR into organizational operations. This definition of specialized experience is typical of the work performed at the next lower level (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, no substitution of experience is allowed. You will be evaluated on the basis of your level of competency in the following areas: External Awareness Organizational Awareness Planning and Evaluating Risk Management Technical Competence Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) General Administration and Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs MAY be authorized based on a determination that a PCS move is in the Government interest.
