Work Unit Overview: * The Oil and Gas Conservation Division constitutes the staff of the Board of Oil and Gas Conservation. This quasi-judicial Board is responsible for the regulation of oil and gas exploration and development operations by industry. The Billings Office houses the technical and professional staff of the Board and is the principal repository of official documents and records of oil and gas wells drilled in the State. *Job Overview: * This position serves as a Northern District Field Supervisor in Shelby and is responsible for planning, directing, coordinating, and overseeing inspections and investigations of oil and gas drilling operations throughout the Northern District. The incumbent provides technical assistance to operators, local communities, and interagency staff; and performing a variety of other duties as assigned. The incumbent develops and evaluates short and long-term plans and project objectives; develops field project procedures, guidelines, and standards; coordinates inspections of oil and gas drilling operations to ensure compliance; and provides expert consultation and technical assistance on technical aspects of drilling operations, procedures, and requirements. The position also assists in operational budget preparation; manages the ongoing operations and activities of the Northern District Office; and directs, coordinates, and/or conducts investigations. This requires thorough knowledge of oil and gas well drilling, completion, and production practices; project management; budgeting and fiscal operations; construction methods, safety procedures, investigation and inspection methods; applicable rules and regulations pertaining to drilling operations; and Division goals and objectives. Supervisory responsibilities require knowledge of employment law, program requirements, and personnel management practices and techniques. This also requires skill in project planning and administration; budget monitoring and analysis; and organizing and reviewing the work of others. The incumbent must have the ability to plan, organize, and direct projects; interpret and apply rules and regulations to unique field circumstances; coordinate diverse inspection projects and technical analyses and develop logical conclusions; and identify and mitigate serious public and environmental safety threats in the field with minimal assistance and sometime under emergency conditions. The incumbent must also demonstrate the ability to communicate effectively with varied audiences. Field Inspections * This position is responsible for directing, planning, and conducting inspections and investigations of oil and gas drilling operations within the Northern District to ensure compliance with rules and regulations; promote safe and responsible practices; and respond to deficiencies, violations, complaints, and emergencies. The position plans and conducts inspections of new drilling sites, active drilling operations, orphaned wells, and Underground Injection Control {UIC) compliance requirements; identifies deficiencies and recommends corrective actions; coordinates and conducts investigations; monitors facility operations; and directs and coordinates regional training activities. Inspections and investigations require thorough knowledge of oil and gas well drilling, completion, and production practices, construction methods, safety procedures, and applicable rules and regulations pertaining to drilling operations; environmental mitigation and contamination prevention methods and techniques; oil and gas leasing and land ownership documentation; and working knowledge of seismic prospecting operations. These duties also require skills in GPS/GIS and manual map navigation, off-road driving techniques, and written and verbal communications as well as the ability to interpret and apply rules and regulations to unique field circumstances; conduct detailed inspections and technical analyses and develop logical conclusions; media
