Summary Serves as the primary administrative member of the Medicine Service. Duties will entail oversight of administrative aspects of service operations and programs to include: personnel management, data gathering, analysis, tracking, trending and reporting, budget preparation and other fiscal duties including fund control point management and other expenditure tracking, interactions with veterans, writing reports and controlled correspondence and other duties as assigned. Responsibilities Duties include but not limited to: Program Management and Policy Implementation: As an Administrative Officer (AO), the incumbent serves as the key advisor to service leadership on the evaluation and the effectiveness of service programs and operations, personnel management, clinic access, scheduling and consult management. Incumbent designated by Service Chief as responsible official for all aspects of daily operations as required by the needs of the service line. The incumbent researches and investigates new or improved processes or practices for potential application to service operations. The incumbent analyzes new or proposed regulations to determine impact on operations and management and develops new or modified administrative program policies, regulations, goals or objectives to ensure compliance with regulations. Implements administrative policies and procedures for service-wide areas of responsibility. Proposes improvements to administrative directives and policies. Personnel Management: The incumbent provides position management advice and recommendations to SVAHCS managers throughout the facility including providing advice on the distribution of workload among positions and clinics, and the processes and steps needed to complete the work. S/he develops major proposals to create or refine existing processes within Service programs and clinics throughout SVAHCS with the purpose of meeting national performance measures and productivity targets and ensuring compliance with national regulations and directive(s) as well as spreading efficiency and effectiveness. The incumbent develops proposals to restructure Service program areas that require redistribution of significant portions of tasks or positions that are distinct but interrelated. The incumbent's organizational proposals involve extensive analysis prior to recommending significant changes. Analytical techniques are used to provide data to support recommendations. Ensures that performance ratings are submitted in a timely manner in accordance with regulatory guidelines. Performance Improvement and Quality Management: The incumbent conducts studies of organizational efficiency and productivity and recommends changes or improvements in organization, staffing, work methods and procedures in service programs and clinics. The incumbent performs management surveys to determine programmatic compliance with agency regulations, procedures, sound management practices, and effective utilization of staff. S/he analyzes management techniques, processes and styles for improving facility-wide organizational effectiveness in the Service. The incumbent analyzes individual clinics, programs, functions and organizations to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound operational management. Business and Strategic Planning: The incumbent provides leadership with independently developed data and objectively based information for making decisions on the administrative and programmatic aspects of operations and management and advises on potential benefits/uses of process improvement strategies to improve efficiency of programs. Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses. Manages the overall supply needs, services, and material movement for the Service. Contract Management: The incumbent acts as a Contracting Officer Representative (COR) for the Service for multiple short and long-term contract(s). Prepares procurement requests, evaluate proposals for work, and serves as COR for procurement and a variety of complex contracts, while also maintaining procurement and contracting records. Represents the Service and the facility with respect to contract changes, adjustments, or settlements and assists with the resolution of contractor claims, delays or suspensions of work. Determines when contract termination is warranted and works to affect it. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
