Summary This position is part of the National Archives and Records Administration (NARA), Ronald Reagan Presidential Library. This position is responsible for reviewing work methods and processes and developing or reengineering new or refined ones to improve the accomplishment of work in terms of timeliness and better customer service. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Archivist, you will: Work independently in identifying, arranging and reviewing both non-classified and national security classified presidential records in response to Freedom of Information Act (FOIA) requests. Review presidential records in accordance with the statutory requirements of the Presidential Records Act (PRA), applying appropriate PRA and FOIA exemptions, and making redactions as necessary. Independently provide reference service in response to regular and complex email, phone, and written requests for information regarding the Library's textual, electronic, and nonĀ­-textual holdings. Plan and direct the arrangement of presidential records, federal records, and donated materials. Independently apply White House, State Department and other declassification guidelines to presidential records. One year of experience refers to full-time work; part-time work is considered on a prorated basis. A one year probationary period may be required. Must successfully complete a background investigation. Designated and/or Random Drug Testing may be required. Work is primarily sedentary, with some standing, walking, and lifting of boxes up to 40 pounds is required. This position also requires a top secret clearance. Qualifications You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Utilizing various systems or databases to locate, analyze, index, and manage archival records; AND Collaborating and participating in projects describing or preserving a body of records; AND Interpreting and applying federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the receipt and processing of requests made under the Freedom of Information Act (FOIA) and/or the Presidential Records Act (PRA). OR You may substitute education for general or specialized experience as follows: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Utilizing various systems or databases to locate and/or index archival records; AND Collaborating on a team or project; AND Interpreting and applying federal laws, regulations, legal decisions, policies, procedures, or directives pertaining to the receipt and processing of requests made under the Freedom of Information Act (FOIA) and/or the Presidential Records Act (PRA). OR You may substitute education for general or specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Education INDIVIDUAL OCCUPATIONAL REQUIREMENT Basic Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government. OR Combination of education and experience - at least 30 semester hours that included courses as shown above, plus appropriate experience or additional education.
