Transportation Security Administration Supervisory Economist in Springfield, Virginia

Summary Securing Travel, Protecting People - At the Transportation Security Administration, you will serve in a high-stakes environment to safeguard the American way of life. In cities across the country, you would secure airports, seaports, railroads, highways, and/or public transit systems, thus protecting America's transportation infrastructure and ensuring freedom of movement for people and commerce. Responsibilities This Supervisory Economist position is located in the Operations Support (OS), Policy, Plans and Engagement (PPE), Coordination and Analysis Division (CAD), Economic Analysis Branch (EAB), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Serves as a senior technical subject matter expert on assessing the economic impact of proposed regulations. Specializes in benefit-cost analysis for rulemaking and the rulemaking process in general. Researches, plans, manages, or contributes to research work units, programs, policy, or special studies in novel regulatory issues and resolves highly complex problems. Oversees and provides management direction on analyses of the economic impact of proposed regulations, guidance, directives, or voluntary standards. Directs planning and application of new methods and approaches. Research and analysis may include the application of econometric modeling, statistical analysis, risk-cost analytical procedures, and/or input-output analysis using systems analysis, simulation, and optimization models in more significant or complex analytic efforts requiring economic expertise, as appropriate, to achieve or address policy objectives, questions, or issues. Ensures analyses and reports are developed in accordance with common analytical principles and that all deliverables are professionally written and formatted. Regularly meets with managers, directors, and other Senior Executives within TSA to plan, execute, and deliver economic analysis and additional quantitative analytical or decision-making support. Exercises a full range of supervisory and personnel management authorities and responsibilities in directing the work of subordinate staff. Coordinates and evaluates subordinates' work to ensure a balanced workload and timely responses to assigned actions. Establishes performance standards, evaluates performance, recommends training and development, and recognizes high-quality performance. Schedules and approves leave. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Selective Service registration is required. Must pass a Background Investigation (BI), and SF-86 questionnaire for national security positions. You must be able to obtain and maintain a Secret Clearance. This is a supervisory position subject to the supervisory probationary period, unless the selected incumbent has already completed it. Qualifications In addition to the Basic Requirements outlined under education requirements, to qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes: Leading projects and/or programs for economic analysis; and Developing cost-benefit analysis for regulations, rulemaking, public policy; and Preparing and presenting briefing materials on economic data. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: BASIC REQUIREMENT: For this position, you must meet one of the requirements below (A or B) for consideration in the SV-110 occupational series. A. Degree in Economics, that included at least 21 semester hours in Economics and 3 semester hours in Statistics, Accounting, or Calculus. OR B. Combination of education and experience: courses equivalent to a major in Economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include: Individual economic research assignments requiring planning, information assembly, analysis, evaluation, and conclusions and report preparation; or Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or Teaching assignments in a college or university that included both classroom instruction in economic subjects and one of the following: (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses from an accredited college or university, which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.
