The Department of Corrections is seeking a Data Practice Manager to join our Office of Legal Affairs! This position exists to develop, maintain, and manage a centralized system for the DOC's program for responding to data requests under the Minnesota Government Data Practices Act and manage all of the aspects of the DOC's program for ensuring ongoing compliance with the requirements of the Act, including development and updating of policy and advising on protecting the security of not public data from potential data breaches. This includes overseeing the DOC's process for receipt, assignment, and responding to data practices requests; working with managers of business units, facilities, and MN.IT to ensure appropriate protection of not public data; oversight of and providing technical direction to data practices designees within each facility and business unit to ensure DOC is in compliance with applicable legal requirements and protecting not public data from improper disclosure.

Minimum Qualifications

To be qualified for and considered for this position, ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Four (4) years of experience working with the Minnesota Government Data Practices Act*A J.D or Master's degree in Business or related field may substitute for 18 months of experience, a Bachelor's degree in Business or related field may substitute for one (1) year of experience

  • Excellent oral and written communication skills

  • Experience in project management sufficient to design, plan, establish, update, and oversee a centralized data request system

Preferred Qualifications

The following qualifications are strongly desired of applicants seeking consideration for this position:

  • A Juris Doctor (J.D.) from an ABA-accredited law school

  • An advanced degree in Business

  • Experience with broader principles of data governance, including data security, data quality, or similar functions

  • Experience as a data practices compliance official for a state or local government entity

Physical Requirements

Additional Requirements

The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.

Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. This may include a review of job performance and discipline records.
