In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

The Homeless Program Grant Manager, coordinates and administers policy and program development for homeless assistance programs with a focus on the Safe Harbor Shelter and Housing grant program on the DHS Shelter and Housing team, which is part of the new administration on Homelessness, Housing, and Support Services. Primary responsibilities include grant management, providing training and technical assistance to grantees, policy and program development, and reporting on program initiatives and outcomes. This position establishes grant program goals and objectives and monitors grantee compliance. This position coordinates and manages activities for grant programs administered by the DHS Shelter and Housing team which includes the Safe Harbor Shelter and Housing, Homeless Youth Act, Shelter-Linked Mental Health, Emergency Services Program, Emergency Solutions Grant, and Transitional Housing Program grant programs.

Responsibilities

This position:

  • Establishes program goals and objectives, monitors organizations compliance and evaluates policies and procedures for grantees.

  • Coordinates and administers information sharing, training and technical assistance to build the capacity of grantees.

  • This position assists in the coordination and administration of federal, state and private funds for homeless program initiatives including the Safe Harbor Shelter and Housing, Homeless Youth Act, Emergency Services Program, Emergency Solutions Grant, Shelter-Linked Mental Health Grant, and the Transitional Housing Program.

  • Develops and implements policy as it relates to youth, singles and families experiencing homelessness and victims/survivors of sexual exploitation and/or trafficking.

  • Develops and implements a request for proposal (RFP) process to aid in the distribution of funding that is in compliance with state and federal grant requirements.

Minimum Qualifications

Three (3) years of work experience providing direct services in programs serving youth, people experiencing sexual exploitation/trafficking, and/or people experiencing homelessness.

Experience must demonstrate:

  • Working with people who have been victims/survivors of sex trafficking and/or exploitation and/or people experiencing homelessness.

  • Experience with state and/or federal funding streams for programs serving people experiencing sexual exploitation or homelessness.

  • Experience in program development.

  • Grant or program management experience with state and/or federal funding streams.

  • Working knowledge of database for collection of human service program outputs and outcomes.

Bachelor's Degree in social work, public policy, public administration or a related field may substitute for one (1) year of work experience.

Master’s Degree in social work, public policy, public administration or a related field may substitute for two (2) years of work experience.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • Experience in local, state, or federal policy field.

  • Knowledge of issues pertaining to Greater Minnesota.

  • Excellent and effective oral and written communication skills.

  • Understanding of the grant programs administered by the DHS Shelter and Housing team.

  • Knowledge of racial justice and the impact of racism on exploitation/trafficking, homelessness and poverty.

  • Strong interpersonal skills, with an emphasis on communications, public speaking, and ability to establish rapport with a wide range of people.

  • Bachelor’s Degree or higher in public policy, public administration, nonprofit management, public health, social work or a related field.

  • Minnesota Department of Human Services (DHS) criminal background check will be conducted on all finalists for this position. Finalists must pass the DHS background check.
