This position provides leadership and development on the partner project with the Minnesota Department of Education (MDE) Substance Abuse and Mental Health Services Administration (SAMHSA) Advancing Wellness and Resiliency in Education (AWARE) project. This position leads the analysis and development in defining Medicaid policy alternatives to support the implementation of Comprehensive School Mental Health Systems. This positioncollaborates with MDE and other Department of Human Services’ administrations regarding proposed changes and priorities. Works with other behavioral health division staff, health care administration staff and MDE AWARE team members; sets strategic direction, plans, provides technical assistance, oversees legislative language related to the program, and provides quality-assurance and compliance activities for this AWARE comprehensive school mental health system grant program.

This position directs the activities of consultants, project managers, and other program staff for the AWARE grant program. This position functions with a scope of responsibility that encompasses all aspects of policy operations across multiple administrations and across state and local agency lines to work with MDE and local participating schools to build a comprehensive school mental health system, promoting implementation of evidence-based and culturally responsive practices.

Responsibilities include, but are not limited to:

  • In a leadership capacity, leads development in defining Medicaid policy alternatives for expanding Medicaid policy opportunities specific to the AWARE project for comprehensive school mental health services. Includes design, implementation, and monitoring in developing Medicaid expansion opportunities to support a comprehensive school mental health system. Identifies and gets buy-in from stakeholders and creates consensus to implement project.

  • Leads and coordinates all policy analysis, service delivery, performance assessment, compliance activities and legislative initiatives for the AWARE school mental health program. Decides what data is to be collected and analyzed. Coordinates communication with AWARE programs to collect and distribute data.Provides analysis and presents on data collected to with the intention of driving recommendations for improvement.

  • In a clinical capacity, create and deliver technical assistance, training and project guidance on the AWARE project and Medicaid billing opportunities to school districts, counties, and tribal nations.

Minimum Qualifications

Three (3) years specialized experience working with a school (Pre/K-12) providing mental/behavioral health services.

Experience must clearly demonstrate:

  • Project/program management experience.

  • Working in or supporting Medicaid certification and/or billing systems and knowledge of mental/behavioral health service claims data.

  • Extensive knowledge of the mental/behavioral health treatment services system in Minnesota including detailed knowledge of funding mental/behavioral health services through Minnesota Health Care Programs (MHCP).

  • Understanding of MHCP and Federal Medicaid policy related to mental/behavioral health services.

  • Understanding of federal mental/behavioral health Medicaid funding, rules, and regulations.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.

  • MS Office Suite and knowledge of other programs such as: SharePoint, Medicaid Management Information System (MMIS

  • Clinical licensure in the mental/behavioral health field.

  • Experience delivering mental/behavioral health-related services in a school-based setting or for a school-linked provider.

  • Ability to evaluate providers’ administrative and clinical infrastructures and reinforce state standards.

  • Presentation skills to present written and oral arguments, interests, problems, and ideas in a clear, concise, and persuasive manner; and to provide samples of expert-level expository and technical writing.

  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
