This position is located at Central Office in St. Paul and has the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion.

Under administrative direction, conduct transit planning studies; monitor existing conditions and transit system trends; develop, monitor, evaluate and report on transit system performance; report on expenditure trends and estimate future funding needs; develop policies goals objectives, guidelines and measures for transportation plans. Assist in the planning, execution, and oversight of Greater Minnesota transit planning, including the Greater Minnesota Transit Plan and Transit System 5-year Plans. Develop a project database compiling key trends and needs identified in Transit System 5-Year Plans. Lead analysis and reporting of transit system data, including performance measures, future funding needs, and asset management. Display data and findings using relevant tools (maps, charts, narrative, etc.) and use findings to inform performance evaluation and programming.

Periodic (10%) travel within Minnesota is required to meet with stakeholders.

Minimum Qualifications

Two years of advanced professional transportation planning experience that demonstrates:

  • Experience with planning principles, methods and techniques sufficient to develop and manage major statewide and/or regional plans.

  • Experience applying state and federal laws, policies, rules and regulations sufficient to evaluate and interpret impact on transportation studies, plans and planning projects.

  • Experience with data collection, analysis and reporting methods sufficient to effectively compile, synthesize, evaluate and share information with management, various agencies and the public.

A Bachelor's or Master's degree in Planning, Geography, Urban Studies, Sociology, Political Science substitutes for six months of advanced professional experience.

Preferred Qualifications

§ Experience with advanced statistical tools to conduct qualitative and quantitative analysis sufficient to identify comparables, provide alternatives, measure compliance, and evaluate program results.

§ Experience statistical data and trend analysis sufficient to identify, interpret and monitor statewide, regional, corridor and project-specific issues.
