This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.
The Mainframe z/OS Systems Programmer will play a pivotal role in overseeing our mainframe environment's comprehensive operation and maintenance. This position involves actively supporting operations, programming tasks, and establishing connections with interconnected systems within our environment. The incumbent will engage regularly with Console Operators, Programmer Analysts, and various user groups to ensure the seamless availability of the mainframe environment. This collaborative dialogue is essential for supporting other user areas relying on our mainframe for their business applications.
Clear and consistent communication with end-users and leadership is essential to prevent conflicts between mainframe maintenance and business requirements. The Mainframe z/OS Systems Programmer will also proactively research new product versions, evaluating their interactions and dependencies on other inventory items. This research may also include looking for alternatives that allow mainframe customers to process on non-mainframe platforms. Rigorous testing in controlled environments precedes the integration of these products into production, ensuring that our systems remain current and efficient.
This position is currently eligible for full-time telework:
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.

Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of four (4) years of IT related experience in mainframe operating system support and maintenance.
Experience must include:
Working knowledge of IBM Job Control Language (JCL), in addition to installing mainframe software using IBM System Modification Programming functions (SMP/E)
Experience in supporting and configuring z/OS, Global resource serialization such as GRS, or MIM, Unix Systems Services Applications, mainframe security software such as ACF2 or RACF, ETF/A and others
Working knowledge of current IBM mainframe computer hardware
Working knowledge of IBM z/OS operating system software with experience in leading operating system upgrades
Working knowledge of file organizations and access methods such as VSAM or UNIX
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.

Experience leading other IT staff to complete projects
Ability to analyze problems in a logical manner and to isolate failing components
Ability to work well with all kinds of technical and non-technical people
Excellent communication skills
Project Management experience
