ST. PETERS, CITY OF Utility Locator in ST. PETERS, Missouri

JOB OBJECTIVES: Under immediate supervision, receives and processes requests for utility locates and determines and marks the exact location of underground City utilities as required.

GENERAL STATEMENT OF DUTIES: The position requires the handling of confidential or sensitive information; the recognition of a problem and the development, recommendation and/or implementation of a reasonable solution. Also, periods of constant physical and mental effort are required.

ESSENTIAL FUNCTIONS: Knowledge of Missouri One Call requirements for processing utility locates. Uses City Geographical Information System (GIS) to process locate requests to determine need for field locates. Determines the exact location of and marking of the underground water mains, sewer mains (sanitary and storm), fiber optic cable, traffic signals, street lights, warning sirens and the like to prevent their damage during construction work using utility maps, measurements and special electronic locator equipment; thereby ensuring protection of City utilities. Reads blueprints or other engineering drawings to assist in locating buried lines. Assists other utilities, homeowners, builders and contractors in locating buried lines. Maintains records related to the work; must have working knowledge of computer systems. Responds to requests by driving to sites and locating lines, mains and cabling. Independently interprets locate requests and questions the caller as needed to obtain complete information. Provides follow-up as needed. Monitors and ensures the safety of the work unit. Works with other City departments to maintain accuracy of information. Performs all work in compliance with established City safety standards. Performs other work as assigned.

JOB STANDARDS: Regular and predictable attendance. Ability to effectively and safely operate tools, equipment and vehicles. Ability to perform effectively while exposed to the elements; with limited privacy and without posing a direct threat to the health and safety of self or others. Ability to follow verbal and written instructions and to work alone or with a team of employees. Ability to perform techniques related to locating underground power lines, water lines, sewer lines, fiber optics cabling, traffic signal cabling, street light cabling and warning signal lines. Ability to establish and maintain an effective working relationship with the general public, City employees, contractors and developers on a regular basis.

MINIMUM REQUIREMENTS: Must be a U.S. citizen or lawfully authorized alien worker. High School graduate or GED equivalent. Motor Vehicle Operators License valid in the state of Missouri. Read and interpret blueprints and/or other engineering drawings. Skilled in use of computer and GIS system. Ability to get in and out of vehicle 50 times a day; drive 30-60 miles daily; bend torso 120; crouch, twist 45 to 90 from side to side. Ability to frequently lift heavy equipment and material. Ability to provide 24-hour on-call emergency locates as needed.

DESIREDQUALIFICATIONS: Experience locating utilities for municipal or private sector corporation. Some knowledge of City policies and ordinances. Previous work experience involving public contact. Some knowledge of the operations of a municipal Engineering or Public Works department policies and procedures.

EQUIPMENT/VEHICLES (Includes but is not limited to the following): Automobile, small hand tools, line locators, probe rods, computer workstation, 4- wheel drive vehicle.
