Animal and Plant Health Inspection Service Biological Science Technician (Wildlife) in Starkville, Mississippi

Summary This position is located in the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) program. Serves as a Biological Science Technician and performs duties relating to wildlife damage management (WDM) and use of techniques aimed at controlling damage caused by wildlife to help protect agriculture, natural resources, property, and threats to human health and safety. Responsibilities The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Responsible for organizing and conducting direct control operations to reduce wildlife damage within a geographical area or technical/subject area of program involvement. Inspects and surveys areas and, as necessary, will revise existing WDM programs in close consultation with higher-level management. Uses WDM tools/devices which may include some or all of the following depending on need in assigned area: firearms; foothold, body-grip, cage traps; foot snares; neck snares; and chemical control methods. Utilizes working knowledge of WDM methods and strategies to independently recommend appropriate WDM strategies which alleviate wildlife damage for cooperators and the general public. May be required to use chemical immobilization and euthanasia drugs to capture and handle wildlife. Recommends and facilitates the request and issuance of depredation permits for the general public through the appropriate U.S. Fish and Wildlife Service (FWS) Migratory Bird Office. Assists in the negotiation of cooperative service agreements with landowners, lessees, or administrators to accomplish the goals outlined for the WS program. Occasionally provides input into the preparation of routine reports to assist program managers in meeting NEPA or other requirements. Conducts all operations using approved safety procedures and in accordance with local, State and Federal laws and regulations, and USDA, APHIS, and WS policies. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-05 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-04 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Field experience using wildlife damage management principles and technology such as safely using firearms, rocket nets, leg hold traps, and other capture and collection methods. Conducted wildlife research and management field projects. This would include performing duties such as requesting and allocating project materials, planning project logistics, and performing project management duties to meet field project goals. Collected and recorded data, developing data sheets, accurately entering data into spreadsheets, researching information related to wildlife specific research projects. Performed necropsies, collecting and safe handling of biological samples and specimens of targeted wildlife. Identified prey items in the diet of avian species, the use of taxonomic keys and microscopes is preferred. OR Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses. At least 6 semester hours of courses must have been directly related to the position to be filled. OR Combination of Education and Experience for GS-5 level positions, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. The total percentage must equal at least 100 percent to qualify an applicant for GS-5.Equivalent combinations of education and experience are qualifying for this grade level. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-05 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. First time hires to the federal government normally start at the lowest rate of the salary range for the grade selected. Travel, transportation, and relocation expenses will not be paid.
