The Department of Local Affairs (DOLA) serves as the primary interface between the State and local communities. The Department provides financial support to local communities and professional and technical services (including training and technical assistance) to community leaders in the areas of governance, housing, and property tax administration. Description of Job
The Colorado Main Street Program (https://dlg.colorado.gov/main-street) , housed within the Community Development Office (CDO), under the Division of Local Government, provides technical expertise, guidance, information, and financial assistance to Colorado communities statewide on community and economic development planning. The team seeks opportunities to leverage financial assistance with technical assistance to maximize community success. The Main Street program is designed to preserve historic downtowns through thoughtful revitalization and support. The unit connects local governments with other state and federal agencies, and it provides guidance and access to resources to local governments and their key partners on community and economic development issues. The Main Street Program serves as the statewide experts on the Main Street framework, approach, and community-led downtown revitalization.
TheMain Street Specialistposition will assist the Main Street staff with local community economic development activities and the implementation of strategies to enhance and augment downtown development and economic vitality. This work includes community outreach, education, and technical assistance direct to communities. The position also assists staff with technical consultant assistance through project scope development, project coordination, and project tracking. In addition, the position tracks and reconciles the budget and reviews and approves the Main Street mini-grants and scholarships payment requests for Main Street communities.
The primary duties and responsibilities of this position include, but are not limited to:
Assist the Main Street program team with community outreach and technical assistance by surveying and responding to managers’ questions for assistance;
Draft educational materials and provide resources specific to the Main Street Program;
Assist the team with program promotion and community outreach by drafting e-newsletters and broadcast messages and promoting the program at external events;
Lead on social media efforts and assist with web updates;
Develop and offer presentations on the program’s framework, adapting to meet the target audience and intent;
Utilize creative approaches to help facilitate projects, effectively engaging stakeholders in a manner that promotes public trust and accountability;
Assist team with program and resource development to assist communities in meeting Main Street America accreditation standards;
Research, analyze, and summarize key findings on resources and best practices from Colorado communities and nationwide that can be customized and used by Colorado Main Street communities;
Build relationships with key partnership organizations that support Main Street communities, their businesses, and state program goals;
Assist with collection, analyses, and reporting of quarterly and annual program performance statistics;
Provide general information and assistance on each of the program’s four points (Organization, Design, Promotion and Economic Vitality), leading on at least one point;
Review and approve payment requests for consultant project work and grant funds and assist with tracking and reconciling expenses; review team travel expenses
Lead on logistics planning for all events, ensuring compliance with all internal process requirements (e.g., develop agendas, find meeting locations that meet myriad program and local goals, set up audio-visual equipment needed, line up caterers, handle logistics on-site, share information on these details with state and local program staff);
Other duties as assigned/needed.

MINIMUM QUALIFICATIONS
Experience Only:
Five (5) years experience working with/in local government, chamber of commerce, economic development organization, regional organization, or partner nonprofit in community and economic development work.
OR
Education and Experience: A combination of related education in business administration, nonprofit management, geography, urban/regional planning, economic development, public administration, history, architecture/design, organization/leadership, or a closely related field (as determined by the agency) AND experience as described above equal to five (5) years.

Experience as a State of Colorado permanent employee working with local/regional governments;
Knowledge of and/or experience with the Main Street program and/or Mainstreet America accreditation standards;
Experience working in or with rural communities;
Experience and knowledge of local government policies and decision-making processes.
Experience reviewing payments or invoices for approval
Demonstrated experience with Microsoft Office Suite and Google Suite, especially spreadsheets and PowerPoint presentations.
