This position will have the opportunity for a hybrid schedule (a combination of in-office and remote workplace). **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

The Universal Preschool (UPP) Program team is charged with the implementation of Colorado’s new voluntary preschool program beginning in July 2023. The UPP Specialist will manage projects related to the operations of the universal preschool program, establishing systems that are supportive of a quality UPP program implementation in alignment with CDEC’s mission, values and strategic objectives. The UPP Specialist will foster trust and collaboration, such that the program delivers credible and effective service to the early childhood community.

Description of Job

What you’ll be doing:

This position is responsible for the management of strategic and day-to-day program support activities in collaboration with the UPP team and CDEC programs. This position works in cooperation with the UPP Manager to manage and implement program rules and policies. This position is responsible for managing special projects as assigned, which may include but is not limited to new program initiatives, information technology projects, program goals, data requests and collaborations with other programs or agencies. This position coordinates and oversees program administration support for LCOs which includes but is not limited to providing technical assistance on program administration, program eligibility, etc. as well as supports the division with budget, finance, and human resource activities in alignment with CDEC expectations.

Additional responsibilities include but are not limited to:

  • This position coordinates, and provides technical assistance to LCOs, providers and families on the administration of UPP.

  • Coordinates across the division to ensure the UPP program is aligned to quality, licensing, financial obligations as set forth in legislation and rule.

  • Coordinating with the LCO team to provide technical assistance to LCOs to resolve action items identified through county monitoring and quality assurance reviews.

  • Coordinating and providing technical assistance for LCOs on policy interpretation and program eligibility.

  • Coordinating and providing technical assistance for LCOs on system functionality and data entry.

  • Collaborating with CDEC teams to ensure UPP program delivery.

  • Oversight of stewardship of funds

  • Reviewing and monitoring LCO budgets in coordination with LCO specialists and CDEC budget analyst.

  • Vendor oversight

  • Oversight of provider/LCO best practices in business support

  • Supporting internal quality review/implementation

  • Collaborating with CDEC data and evaluation team to ensure accountability of the UPP program.

  • Recruiting and developing strong working relationships with internal and external stakeholders whose participation and expertise are necessary to successfully plan and execute the objectives of the program.

  • Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option I:

Six (6) years of professional experience working with families, communities, or financial institutions.

Option II:

Bachelor’s Degree in Human Services, Public Health, Early Childhood, Family Studies, Business, or related field.

AND,

Two years of professional experience working with families, communities, or financial institutions.

Substitutions:

  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

  • Additional appropriate education will substitute for the required experience on a year-for-year basis.
