Occupational Summary

The Disease Intervention Specialist 5 is assigned to the Office of Public Health (OPH), Region 1 and is responsible for the management and supervision of the Regional Sexually Transmitted Disease (STD)/HIV Program. Broad direction and supervision are received from the Regional Administrative Team; and programmatic supervision is received from the statewide OPH STD/HIV Program (SHHP) Field Operations Program Unit.

20% Managerial responsibilities for the STD/HIV Programs include:

  • Set Regional disease intervention goals based on disease morbidity data and evaluation case-finding and prevention follow-up activities.

  • Coordinate case-finding and prevention follow-up activities from: parishes to zip codes; among other OPH programs; Community Health Services Groups; and other agencies.

  • Prepare and submit reports on program activities within the region to the appropriate Senior Management staff and the Regional Administrator.

  • Evaluate the STD and HIV control activities in the region, making recommendations for improvements and implementing changes when needed.

  • Manages and works closely with the STD Medical Consultants to administer the STD Clinic, monitoring and advising the physician in the STD clinic and in the region on new standards and operational guidelines.

25% Directs STD case management and contact follow-up, managing and advising the community health services groups, health unit nursing supervisors and all medical providers within the region to assure compliance with regional and programmatic policies and procedures.

Supervisory responsibilities include:

  • Assures all STD/HIV investigative and case management work is assigned to appropriate DIS staff within set program timeframes;

  • Communicates policies, procedures and operational standards to regional STD/HIV Staff;

  • Trains and develops supervisory staff on methods to efficiently and effectively achieve program goals and objectives;

  • Monitors and evaluates supervisory staffs' ability to communicate standard STD Program methods to DIS staff;

  • Monitors and evaluates STD/HIV interviews and investigative outcomes and communicates successes and shortfalls to regional DIS supervisory staff;

  • Oversees the collection of all information pertinent to STD/HIV surveillance and field investigations to assure timely and accurate reporting to state office;

  • Evaluates the performance of the STD staff and recommends performance goals;

  • Counsels staff to address work related problems, approves and monitors leave;

20% Produces program activity reports as scheduled or ad hoc reports when requested by the state STD/HIV Field operations Management staff and Regional Administrator. Creates program schedules for staff to include set times and dates for staff meetings; shares quarterly activity reports with regional STD DIS staff to show productivity; Attends scheduled program meetings with state officials, regional management staff and with CDC officials, upon request.

15% Provides in-service training programs on the control of STD/HIV to public, private and volunteer

agencies. Directs, manages and correlates STD/HIV testing program with the state STD/HIV Field

Operations Unit and documents and disseminates information to proper agencies.

15% Contacts physicians, hospital and laboratory directors/administrators and other allied health care personnel:

  • To foster cooperation and support for STD/HIV program objectives

  • To provide technical and programmatic direction

  • To encourage the establishment of proper screening and treatment protocols

5% Performs the following, as needed:

  • Attends seminars, workshops, in-service training, STD/HIV courses, mandatory meetings, etc., as required

  • Provides current personal contact and emergency contact information to supervisor and ensures same from subordinates is provided to supervisor

  • Complies with DHH and OPH policies regarding emergency response

  • Reports to Medical Special Needs Shelter, or other assigned station, during manmade or natural disasters

  • Completes other job duties as assigned to ensure smooth and efficient operation of the office

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in disease intervention and prevention activities.

SUBSTITUTIONS:

Experience in investigatory work, social services, nursing, or in medical laboratory technician or medical laboratory assistant work will substitute for the required college training on the basis of 30 semester hours for one year of experience.

Graduate training in epidemiology, public health, any of the biological sciences, or nursing will substitute for a maximum of one year of the required experience on the basis of 30 semester hours for one year of experience.

NOTE:

Any college hours or degree must be from an accredited college or university.
