BAE Systems Director - Government Compliance in Sterling, Virginia

Job Description

Provides overall Government Compliance leadership and guidance to the Business areas within the BAE Systems Intelligence & Security Sector. Acts as the primary liaison with Defense Contract Management Agency (DCMA) Divisional Administrative Contracting Officer (DACO) on all I&S Sector Government Compliance related matters and directs the activities of the Sector compliance staff including:

  • Maintaining CAS Compliant Cost Structures and related CAS Disclosure Statements

  • Preparation and submittal of the annual Indirect Incurred Cost Submission for each segment

  • Defending and negotiating DCAA questioned direct and indirect cost

  • Negotiating Direct / Indirect Forward Pricing Rates and Final Indirect Rate Agreements

  • Providing support in the submittal and audit of Direct and Indirect Rate Proposals

  • Assessing the health and supporting audits of the sector s Business Systems

  • Providing assessment and strategic direction on proposed changes to accounting practices or overhead rate structures

  • Providing support to DCAA Audits, DCMA inquiries, and external auditors

  • Providing compliant charging guidance

  • Developing training for and monitoring compliance with Sector Time Reporting Policies

  • Participating in BAE Systems Inc. level teams related to Government Compliance and related policies

The Finance leader will be required to advise senior management of all financial matters and must demonstrate:

  • A proven ability to communicate financial information clearly and concisely across a broad audience;

  • Experience with and an advanced understanding of Government Accounting regulations, Cost Accounting Standards, and overhead rate structures;

  • Working knowledge of Project Finance and Project control tools and processes and as well as an understanding of US Government Services business model;

  • Sound judgment and understanding of decisions affecting the financial posture of the organization and serve as consultant to top management in long-range company planning;

  • Ability to develop solutions to problems of unusual complexity which require an exceptional degree of ingenuity, creativity, and innovativeness;

  • Ability to create formal networks with key decision makers and serves as external spokesperson for the organization; and

  • An in depth understanding of and operate in accordance with all legal, ethical, and Company requirements, including Company policies and procedures, Standard Policies, Standard Operating Procedures and Department Instructions.

Other responsibilities include:

  • Participation in the hiring process and responsibility for assigning tasks, counseling, training, developing and evaluating a team of Compliance Managers;

  • Support and encouragement to the growth and professional development of the compliance / finance team;

  • Coordination with other finance and functional groups to assure consistency and integrity of data;

  • Efficiently optimize compliance team and cost thereof in support of the Business needs (including personnel, data processing support, other required support, etc.) through review of required output, efficiency of operations and assignment of appropriate and capable personnel

  • Ability to identify industry trends and developments, including government regulations and contract compliance issues.

Required Education, Experience, & Skills

Typical Education and Experience: (from BAE job leveling)

Bachelor's Degree and 12 years work experience or equivalent experience

Required Education and Skills: (as posted in the job requisition online)

Bachelor's degree must be in Finance, Accounting, or Economics

Sound understanding of theories and practices in fast changing environment

Full management of a team, including management of people, defining roles and responsibility and planning for the departments future needs

Analytical thought needed to resolve issues in a variety of complex situations, without supervision

Prior experience providing Government Compliance support and advice in a U.S. Government contracting environment

Pay Information

Full-Time Salary Range: $151300 - $257200

Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
